About the role

Serves as both the Oklahoma Military Department (OMD) Agency Environmental Performance Assessment Survey (EPAS) Program Manager and Environmental Condition of Property (ECP) Assessment Manager. Typical Functions include managing the EPAS/ECP Program, maintaining an inventory of compliance sites, conducting audits, preparing the Installation Internal Action Plan (IIAP), performing site visits, coordinating with OKARNG personnel, providing on-site training, and evaluating proposed property actions.

Responsibilities

  • Maintain an inventory of compliance sites and activities with potential to impact the environment.
  • Audits conducted under the EPAS will include all operations and activities within the installation boundary, including operational ranges and other training areas, or a representative sample of similar activity types, and will evaluate overall environmental program performance and conformance with AR-200-1.
  • Assessments will include tenant activities, outgrants, leases, and other activities under the purview of the OMD and OKARNG.
  • Annual preparation of the Installation Internal Action Plan (IIAP).
  • Perform site visits in a timely manner to allow time for Environmental Quality Control Committee (EQCC) review and certification by the Director, Joint Staff.
  • Prepare and execute a comprehensive IIAP based on noncompliance trends and historical site performance.
  • Focuses assessments to address high-risk or high-visibility sites to ensure they receive commensurate oversight.
  • Coordinates with OKARNG personnel to ensure corrective actions are implemented to reduce environmental noncompliance and/or liability.
  • Provides individual on-site training in order to brief military and civilian personnel regarding their environmental responsibilities.
  • Covers environmental issues and activities that are in violation of Federal, state or local law, rule or regulation typically referred to as Class I findings.
  • Evaluates OKARNG sites individually and compositely to determine environmental exposure and potential for environmental liability issues.
  • Analyzes noncompliance trends to focus inspections and training efforts appropriately.
  • Develops assessments and other ECP documentation as required at selected locations IAW NGB ECP SOP guidance.
  • Ensures that all required ECP assessments and related documentation for the OMD are completed in accordance with The Army National Guard Environmental Condition of Property Handbook, referenced regulations, and guidance documents.
  • Monitors and assists the Camp Gruber Training Center Environmental Section in completion of ECP assessments at the training site.
  • Ensures that the documents meet all requirements before submission to the Environmental Program Manager (EPM) for review and approval.
  • Upon approval by the EPM submit to ARNG G9 ECP Manager for review and approval.
  • Evaluates proposed OMD/OKARNG property actions and determines tasks required to protect the State of Oklahoma from undue environmental liability during real property acquisitions and disposals.
  • Determines the appropriate investigation methodology and instrument type to document the property’s environmental integrity.
  • Coordinates efforts to gather, catalog, and document required reference materials.
  • Protect the State of Oklahoma from undue environmental liability associated with property acquisitions and disposals.

Requirements

  • A bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering plus three years of professional experience in one of the areas listed; or a master’s degree in a qualifying area.
  • Licenses/Certificates required: None.

Qualifications

  • Knowledge of environmental program principles and procedures applicable to a wide range of duties in program or functional areas, such as, solid and hazardous waste management, air and water quality management, pollution prevention and control, PCB management, underground storage tank management, natural resource management and cultural resources management, environmental compliance and assessment, etc.
  • Skills in applying environmental program knowledge to resolve complex problems involving diverse aspects of environmental protection (i.e., investigations, inspections, environmental oversight, etc.) where procedures require frequent modification or changes in the program or requirements.
  • Knowledge of environmental statutes, regulations, permitting requirements and precedent decisions governing environmental operations sufficient to use in planning, implementing and monitoring the environmental programs and services.
  • Ability to modify or adapt established environmental methods and procedures to solve problems; ability to evaluate, modify or adapt new methods to meet environmental requirements for specific situations; and/or ability to revise standard methods to improve environmental administration and/or management systems within the agency.
  • Ability is required to communicate effectively, both orally and in writing; to train and supervise others on cultural resource related tasks; to organize and analyze sets of complex data; and to manage several projects/activities and meet mandated deadlines.

  • This is a full-time state position that provides a percentage of matching contributions to employees’ retirement plans, 11 holidays, and a minimum of 15 days of annual and sick leave per year.
  • The state also offers a comprehensive benefits package, including a benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents.

Pay

  • Starting Salary: $6,526.83 per month / $78,321.96
