About the role

This is an hourly appointment currently funded through March 31, 2027, with a likelihood of continuing beyond that date. Program needs and funding will determine the actual termination date. The work schedule, duties, and travel requirements may vary and will be discussed at interview. Telecommuting may be available up to 50% of the work schedule.

Responsibilities

  • Work with existing staff to review and approve regulatory fee bills for Hazardous Waste Generators and Treatment Storage and Disposal Facilities (TSDFs).
  • Update exemption profiles within the Regulatory Fee Module of eSmart for Hazardous Waste generators who qualify for exemptions from regulatory fees.
  • Update TSDF profiles each year prior to processing regulatory fee bills for Hazardous Waste TSDFs.
  • Conduct comparative analysis between data provided to the Department of Taxation and Finance (DTF) by Hazardous Waste Generators for the New York State Special Assessment Tax.
  • Update exemption profiles within the Special Assessment Module of eSmart for Hazardous Waste generators who qualify for exemptions for the Hazardous Waste Special Assessments.
  • Evaluate manifest data within the DEC’s eSmart database with manifest data within EPA’s RCRA Info to identify missing manifests and enter missing data into eSmart.
  • Create public outreach documents to support the hazardous waste program, including program-based publications.
  • Organize training webinars, training sessions, or public meeting sessions for regional hazardous waste program staff or public hearing sessions associated with regulatory updates.
  • Research and prepare background information on EPA Rules that DEC is considering adopting, including translating technical information into layman’s terms and identifying current examples of technology use.
  • Present findings in meetings and webinars, and assist in the development and updating of rulemaking documents and webpages.
  • Assist with logistics for presentations, update webinar slides based on feedback to clarify confusing topics.
  • Collect, assess, and enter enforcement case referrals, consent orders, and penalty payments.
  • Prepare and present enforcement-related information to management or the regulated public as requested.
  • Maintain the Excel-based internal compliance tracking system.
  • Enter data into the USEPA RCRA Info database and run required reports for routine program reporting requirements.

Qualifications

Minimum Qualifications

  • Four years of experience in technician work in aeronautical, chemical, civil, electrical, environmental, mechanical, or sanitary engineering technology; environmental technology; geology or geology technology; or as a surveyor or a drafter.
  • Graduation from high school and one year of qualifying experience.
  • Graduation from a high school technical education program in aeronautics, architectural drafting, chemistry, electricity, electronics, mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems, or computer circuitry.
  • 18 college semester credit hours in any combination of the following: engineering, geology, environmental science, natural or physical science, drafting, mathematics, or surveying.

Preferred Qualifications

  • Bachelor’s degree in science or technology.
  • Proficiency in Microsoft Office Suite applications.
  • Ability to communicate effectively with the public, colleagues, and management.
  • Strong oral and written communication skills.
  • Ability to work independently and as part of a team.
