About the role
The Environmental Compliance Specialist position is located within the Hazardous Materials Program of the Environmental Programs Division. The primary responsibility is to interpret and provide general environmental compliance support and/or guidance for ODOT facilities statewide.
Responsibilities
- Coordinate with and/or assist other ODOT professionals.
- Coordinate, review, and comment on internal or consultant submittals.
- Regulatory records review and/or field surveys.
- Review of construction plans to support facility design for regulatory compliance and/or to minimize impacts.
- Document management and data input.
- Review current environmental information and liaise with various state agencies, other DOTs, vendors, contractors, general public, internal clients and regulatory entities, etc.
- Develop/provide training/educational opportunities to/for ODOT staff and external stakeholders.
- Participation in the development of appropriate remedial strategies and acting as an advisor on contaminated property issues.
- Provide technical assistance by planning, coordinating and/or conducting, and documenting (facility and construction/maintenance) inspections/site visits, investigations, and removal actions/site remediation.
- Develop/modify agency policies, manuals, handbooks, specifications, procedures, SOPs, special provisions, and/or construction control directives.
- Develop and evaluate lists of permitted activities.
- Develop pollution prevention best management practices.
- Procurement and management of contracts and associated task orders along with invoice review and recommendations for payment.
Requirements
- Must possess a valid driver's license and be willing to travel statewide, occasionally overnight.
- Ability to work on multiple projects simultaneously and within established schedules is essential.
- Willingness to provide rapid response, provide solutions and be comfortable working independently and within a team environment.
- Experience with Microsoft Office suite and Adobe Acrobat.
- Must be willing to occasionally work after-hours.
- Some out of state travel.
Qualifications
- Level IV: Education and Experience requirements consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering plus four (4) years of professional experience in one of the areas listed; or a master’s degree in a qualifying area plus three (3) years of professional experience in one of the areas listed.
- Level III Education and Experience requirements consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering plus three (3) years of professional experience in one of the areas listed; or a master’s degree plus two (2) years of professional experience in one of the areas listed.
