Essential Responsibilities
- Cookout environmental compliance program activities for assigned areas, including Pretreatment, FOG, Water, Wastewater, Industrial Wastewater, and Stormwater programs.
- Facilitate and prepare environmental permit applications, reports, support data, and other documentation required for permits, licenses, approvals, and regulatory compliance.
- Track, monitor, and ensure timely application, reporting, and renewal of assigned permits.
- Analyze and evaluate applicable federal, state, and local laws, regulations, permits, and ordinances to support program compliance.
- Assist in compiling required documentation, correspondence, and monthly, quarterly, and annual reports.
- Conduct compliance meetings with industrial users and communicate requirements to residents, commercial customers, and other regulated entities.
- Maintain effective communication with regulatory agencies, commercial/industrial users, City departments, and divisions to address compliance issues and resolve concerns.
- Research, develop, and implement new regulatory programs, policies, and procedures as needed to maintain compliance.
- Draft, update, and support enforcement of discharge permits and advise management regarding compliance requirements.
- Cookout Stormwater monitoring and sampling activities and support field and office tasks related to permit compliance.
- Inspect public and private facilities and develop monitoring schedules to ensure compliance with local, state, and federal regulatory requirements.
- Oversee and support technical, inspection, data management, reporting, and field/sampling duties related to assigned programs.
- Serve as Lead Coordinator by providing day-to-day direction and facilitating follow-up communication with program participants and staff.
- Manage public involvement and outreach activities related to the protection and stewardship of Stormwater, Sewer, Water, and Industrial conveyance and treatment assets.
- Develop and attend workshops, meetings, public events, and compliance-related meetings on behalf of the City.
- Review and analyze existing practices and procedures and recommend improvements as needed.
- Maintain files, records, databases, documentation, and permit materials for regulatory audit review.
- Compile and analyze data, prepare reports, and perform mathematical calculations and reconciliations.
- Provide continuous effort to improve operations, streamline work processes, and support quality customer service.
- Support the directives, guidance, plans, and vision of the Manager(s) and Director.
- Communicate clearly and professionally with the public, business community, coworkers, management, and regulatory agencies.
- Maintain regular, timely, and reliable attendance.
Required Minimum Qualifications
- Bachelor of Science in environmental science, environmental or civil engineering, biology, chemistry, or closely related field; or equivalent years of experience.
- Minimum of two years of experience in sanitary sewer and/or sewer treatment environmental compliance, preferably related to municipal operations or a delegated environmental program.
- Experience initiating investigations and enforcement actions involving non-compliant industrial users or other regulated entities.
- Experience writing technical reports for peer and management review.
- Experience communicating effectively both verbally and in writing.
- Valid Washington State driver’s license.
Preferred Qualifications
- Experience supporting municipal environmental compliance programs, such as Pretreatment, FOG, Stormwater, Water, Wastewater, Industrial Wastewater, or related regulatory programs.
- Experience preparing technical reports, permit materials, regulatory documentation, or compliance correspondence.
- Experience coordinating with regulatory agencies, commercial or industrial users, City staff, contractors, or members of the public.
- Experience tracking inspections, permits, reporting deadlines, compliance issues, and follow-up actions.
- Experience providing day-to-day coordination, lead support, or technical guidance for assigned program activities.
