Environmental Analyst 1 / Trainee 1 / 2 - NY HELPS

About the role

The incumbent will integrate environmental factors and considerations into the decision-making processes of government agencies.

Responsibilities

• Conduct environmental impact assessments of proposed actions.
• Perform interdisciplinary environmental and regulatory reviews.
• Interact with government agencies and the public on environmental review and permitting procedures.
• Use computer-assisted programs to manage, track, and schedule review activities.
• Examine and review Environmental Permit Applications and SEQR documents in accordance with applicable regulations and DEC policies.
• Provide written and verbal guidance to the regulated public and other agencies on DEC permit jurisdictions and related matters.
• Conduct and lead in-person and virtual meetings.
• Use computers for email, word processing, permit writing, GIS, and environmental impact review.
• Manage project teams.
• Perform fieldwork, including inspecting project sites and conducting pre-application meetings.
• Participate in off-site meetings.
• Maintain digital and paper records and files per DEC retention and storage policies.
• Coordinate responses from reviewing programs, resolving conflicting regulatory requirements.
• Receive and maintain the official record of all submissions.
• Serve as a single point of contact within DEC for applicants and the public.
• Communicate information needs and issues identified by review staff to applicants.
• Recommend and draft final decisions on applications for review/approval.
• Identify involved regulatory programs and refer submitted materials for review with specific instructions.
• Ensure compliance with statutory requirements of UPA, SEQR, Coastal Management Act, State Historic Preservation Act, Waterfront Revitalization Act, Climate Leadership and Community Preservation Act, Environmental Justice Siting Law, and other regulatory or procedural requirements.

Requirements

• Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
• Travel may be required; overtime and overnight travel may also be required.
• Telecommuting may be available up to 50% of the work schedule (to be discussed at interview).

Qualifications

Environmental Analyst Trainee 1, SG-NS

• A bachelor’s degree in civil, environmental, or geological engineering; environmental planning; environmental studies; environmental, natural, or physical science; land use planning; archeology; geography; or landscape architecture.

Environmental Analyst Trainee 2, SG-NS

• A bachelor’s degree in the fields listed above and one year of experience in:
  • Preparing or reviewing environmental impact statements.
  • Providing expert testimony on environmental impact at public hearings.
  • Providing consultation on environmental impact laws, rules, and regulations.
  • Conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs (e.g., water quality, wetlands, air quality, solid and hazardous waste management, and mining).
• A Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience.

Environmental Analyst 1, SG-18

• A bachelor’s degree in the fields listed above and two years of experience in the areas described for Environmental Analyst Trainee 2.
• A Juris Doctor, master’s, or higher degree in a related field can substitute for one year of specialized experience.

Additional Eligibility Paths:

• Reassignment: Currently in the title and an employee of DEC.
• Reinstatement Eligible: Previously held the title or a title approved for transfer on a permanent competitive basis.
• Transfer Eligible: One year of permanent competitive service in a title approved for transfer under Section 70.1 of the Civil Service Law.
• 55-b/55-c Appointment: Must meet minimum qualifications listed above. Candidates must include a copy of the approval letter from Civil Service for the 55-b/55-c program with their application.

Pay

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
