About the Role
Minnesota Management and Budget (MMB) is seeking a Communications and Marketing Director to lead and manage all communications, marketing, public relations, and outreach for the agency, and provide executive communications management for the State of Minnesota. This position is responsible for media relations and works closely with the Governor’s Office to coordinate and facilitate enterprise-wide communications strategy on dynamic, sensitive issues and crises with broad implications for state government and the people of Minnesota. This is a leadership position at MMB responsible for directly supervising seven (7) staff.
Responsibilities
- Developing and leading strategic communication, public relations, outreach, and marketing initiatives consistent with the agency’s mission and vision
- Providing executive-level communication counsel and coaching to the Commissioner and senior management
- Directing media relations activities within MMB and ensuring enterprise-wide coordination by advising and consulting with high profile leadership
- Serving as a key communications advisor to the Governor’s cabinet
- Providing managerial, supervisory, and operational oversight to the communications department
Qualifications
Minimum Qualifications: Candidates must clearly demonstrate all the following qualifications on their resume. At least five (5) years of experience executing major communications workstreams, such as media relations, public information, internal communications, public outreach, or digital marketing strategy. Experience must include:
- Demonstrated leadership, which can include any of the following:
- Experience as a supervisor, team leader, lead worker, or project lead in a communications or marketing environment.
- Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR
- A paid or unpaid position leading a program or chairing a committee related to communications or marketing. The experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.
- Serving as a spokesperson on behalf of or providing consultation to executive leadership sufficient to manage media inquiries and respond to high-profile, controversial, or time-sensitive communication issues.
- Interpersonal skills sufficient to establish and maintain effective working relationships with internal and external stakeholders.
- Communication and writing skills sufficient to convey complex and sensitive information to a variety of audiences, including MMB staff, the Governor’s Office, state agency leaders, elected officials, and the public.
- Knowledge of communications strategies and plain language sufficient to effectively consult and coach executive leadership and government agencies on media relations, produce effective communication deliverables, and mitigate negative impact.
- Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.
A bachelor’s degree in communications, journalism, or public relations may substitute for one (1) year of experience. A master’s degree in the previously listed fields may substitute for eighteen months of experience. A doctorate degree in the previously listed fields may substitute for two (2) years of experience.
