About the Role

The Deputy Commissioner of the Department of Enterprise Asset Management is responsible for total life-cycle management of city facilities, strategically integrating capital construction and maintenance of buildings and grounds to achieve operational excellence. This position plans, develops, directs, implements, and monitors the activities of the Real Estate, Administration, Building Operation, and Technical Services Divisions, ensuring facilities are safe, well-maintained, and aesthetically attractive. The role focuses on continuous improvement of processes, energy efficiency, and cost savings for the city of Atlanta.

Responsibilities

  • Directs the functions and overall operations of the Department of Enterprise Asset Management, including staff and divisions: Real Estate, Building Operations, Technical Services, and Administration.
  • Manages assigned staff, including workloads, performance evaluations, policy enforcement, hiring, termination, and disciplinary actions.
  • Directs the maintenance and improvement of facility conditions, determining the life cycle of facilities and proposing disposal options when necessary.
  • Evaluates the condition of equipment and systems, prioritizing repairs or replacements and implementing preventative maintenance programs with measurable KPIs.
  • Prepares short- and long-range plans for capital improvements, maintenance, and attends meetings to address capital construction project concerns.
  • Directs program and construction management activities for the Capital Improvement Program (CIP) and other vertical infrastructure projects.
  • Inspects city buildings, grounds, and installations regularly to maintain high standards of workmanship, cleanliness, safety, and security.
  • Manages comprehensive planning and scheduling of capital projects, maintenance, and repair requirements, including service vehicles and motorized equipment.
  • Assists in developing the annual budget and a 3-to-5-year strategic plan, monitoring personnel and non-personnel accounts.
  • Drives and documents cost-reduction and cost-savings initiatives.
  • Provides regular status reports (weekly, monthly, quarterly, annually) on capital projects and maintenance issues.
  • Maintains internal controls for accountability and performance aligned with department goals and standards.
  • Stays informed on trends, developments, and innovations in facility design, construction, maintenance, repair, and disposal.
  • Performs other duties as assigned.

Requirements

  • Bachelor’s degree in facility management, construction management, engineering, or a closely related field.
  • Fifteen (15) years of progressively responsible management experience.

Preferred Qualifications

  • Master’s degree in business, construction management, facility management, or a related field.
  • Twenty (20) years of progressively responsible management experience.
  • Professional certifications such as Program Management Professional (PMP) with an emphasis on construction, Professional Engineer (PE), Facilities Management Professional (FMP), or Certificate of Facilities Management (CFM) by IFMA, BOMA, or similar organizations.

Skills

  • Knowledge of enterprise asset management principles, facility life-cycle management, and asset optimization.
  • Knowledge of capital improvement planning, construction, and project management methodologies.
  • Knowledge of building operations, maintenance management, and preventive/predictive maintenance programs.
  • Knowledge of commercial building systems (HVAC, electrical, plumbing, fire/life safety, security, elevators, and building automation).
  • Knowledge of real estate management, property acquisition, disposition, and portfolio management.
  • Knowledge of municipal government operations, policies, administrative procedures, and applicable laws/regulations (e.g., building codes, OSHA, ADA, environmental compliance).
  • Knowledge of budgeting, financial management, cost control, and public-sector procurement practices.
  • Skill in executive leadership, organizational management, strategic planning, and execution.
  • Skill in capital program and portfolio management, facilities and infrastructure management.
  • Skill in budget development, fiscal oversight, financial analysis, policy development, and implementation.
  • Skill in personnel management, coaching, performance evaluation, and succession planning.
  • Skill in contract negotiation and vendor relationship management.
  • Ability to develop and administer policies, procedures, and plans, and monitor subordinate performance against established goals.
  • Ability to lead multiple divisions with diverse operational responsibilities while aligning activities with organizational goals.
  • Ability to develop and execute long-term strategic asset management and capital investment plans.
  • Ability to direct large-scale capital improvement and infrastructure programs from planning through completion.
  • Ability to evaluate facility conditions and determine repair, renovation, replacement, or disposition strategies.

Work Environment

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Typical environmental conditions associated with the job.
