Enterprise Architect

USSTRATCOM is a Combatant Command responsible for strategic deterrence, nuclear operations, and enterprise IT services essential to national security. It oversees Nuclear Command, Control, and Communications (NC3), Joint Electromagnetic Spectrum Operations (JEMSO), Global Strike, and Missile Threat Assessments, working closely with other Combatant Commands, Services, and defense agencies. SCITLS will be a key component ensuring mission success and the safety of the U.S. and its allies by providing 24/7 IT services and network support for NIPRNet, SIPRNet, JWICS, and SAP/SAR environments.

Responsibilities

  • Lead the development and curation of enterprise architectures using Model-Based Systems Engineering (MBSE) methods in alignment with Unified Architecture Framework (UAF) and Systems Modeling Language (SysML) standards.
  • Analyze and recommend improvements to existing infrastructure and service offerings, including guidance and support in modernizing and securing networks and refactoring applications and migrating remaining data center applications to cloud.
  • Work in partnership with customers to understand and participate in the development of new mission support IT strategies, assessing current and future skills and technologies to support emerging mission needs.
  • Make recommendations to the customer in shaping the future of enterprise architecture and roadmaps for the command.
  • Assess DoW frameworks (DoWAF, UAF, TOGAF) and help ensure implemented use cases adhere to that framework.
  • Develop “as is” and “to be” architecture and solutions focusing on scalability and extensibility.
  • Assist in executing and maintaining enterprise Agile/SAFe activities.
  • Define digital platform architecture frameworks, including design methodology and best practices to be used as a reference for the Architecture team.
  • Implement the platform under the control of an automated configuration management framework.
  • Hold responsibility for the architecture of the data framework required by operations to collect and make available program performance metrics.
  • Establish and maintain architecture that enables data analytics and the collection of program performance metrics critical to mission continuity and decision-making.
  • Interact professionally with customers and peers, exhibiting strong customer service skills and a positive approach.
  • Operate within DoW and USSTRATCOM security policies, procedures, and guidelines.

Requirements

  • BA/BS (or equivalent experience) and 15+ years of related experience.
  • Security+ CE or CASP+ or CCSP or Cloud+ or CSSLP or other DoW 8140 certification.
  • Ability to obtain ITIL 4 Foundation – ITSM Certification within the first 9 months.
  • US Citizenship required.
  • Minimum Top Secret clearance; must be willing to obtain Top Secret with SCI eligibility (TS/SCI preferred).
  • Capability in system decomposition via OMG frameworks (UML, DoDAF 2.0/UPDM, SysML, UAF).
  • Ability to model system decomposition at various levels of abstraction (capability, operational, system, and functional), ensuring alignment across diverse mission areas.
  • Ability to work collaboratively with stakeholders in a variety of system domains and analyze requirements, processes, systems, and/or capabilities.
  • Capability to extend UML-based models to other tools or modeling environments via existing frameworks/APIs.
  • Familiarity with executable models (fUML specification preferred).

Skills

  • Experience modeling complex systems for Department of War or other government organizations (desired).
  • Experience publishing models to web-based or document-based formats (e.g., Velocity Template Language) (desired).
  • Experience developing applications using object-oriented programming languages (Java preferred) (desired).
  • Strong written and verbal communication skills along with strong customer service.
  • Ability to multi-task, prioritize commitments, and manage time effectively, including attention to detail.

Pay

The likely salary range for this position is $182,750 - $247,250. Salary will be set based on experience, geographic location, and possibly contractual requirements.
