Engineering Technician (Civil).

About the role

Applies an extensive practical knowledge of field operations in the process of administering contracts. Projects usually entail multi-million dollar expenditures. Reviews and finalizes action (up to point of signature) on change orders and contract modifications. Analyzes proposals to ensure completeness, accuracy and consistency with scope of modification work. Conducts negotiations with contractors which entails the responsibility for a decision rendered on behalf of the Government. Discusses discrepancies with field inspectors and/or project/resident/office engineer to ensure payments are based on accurate information. Develops specifications for contracts required to maintain the Resident Office structure, grounds and additional equipment needs.

Requirements

• Position requires temporary duty travel (TDY) up to 25% of the duty time.
• Position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience

One year of specialized experience which includes (1) preparing independent cost estimates for contract modifications; (2) monitoring project progress schedules using standard critical path modeling systems to identify delays; (3) reviewing engineering plans or specifications to determine material and equipment requirements; and (4) processing monthly progress payment estimates to verify contract compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
