About the Role

This position is within the Engineers and Scientists Career Field and may fill multiple openings. The role is designated as "Mission Essential," requiring the incumbent to report to work or remain at work during severe weather or emergency situations to support mission operations.

Responsibilities

  • Execute selected projects, directing scope development and design meetings, leading to bid document preparation for contractor evaluations.
  • Act as the Contracting Officer's Representative to manage construction or maintenance contracts, promptly resolving non-technical issues.
  • Use manual or Computer-Aided Drafting Design (CADD) systems to update completed projects and develop working drawings for architectural, structural, electrical, and mechanical construction systems.
  • Develop detailed project cost estimates for upcoming construction, repair, or maintenance contracts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, including a completed background investigation.
  • This position requires a Tier 1 non-sensitive, low-risk background check throughout the appointment.
  • Appointment is subject to a one-year probationary period unless previously met under 5 CFR Part 11. During probation, the incumbent may be terminated with limited appeal rights.
  • Travel up to 15% of the time may be required for business or training.
  • Lifting up to 39 lbs. may be required during daily duties.
  • U.S. citizenship is required, and proof must be provided.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Direct deposit of pay is required.

Applicants must meet the following specialized experience requirements:

  • One year of specialized experience managing basic construction projects from initial planning to completion, including construction, repair, or maintenance.
  • Experience overseeing contractors to ensure compliance with safety rules and contract specifications for construction or maintenance service contracts.
  • Experience using Computer-Aided Drafting Design (CADD) software to create blueprints with clear drawings for construction, repair, or maintenance projects.

This experience must be equivalent to the next lower grade/level position in the federal service (GS-08).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08).

Education may not substitute for experience in this role.
