Construction Project Management Duties
- Manages the Non Appropriated Fund (NAF) Capitalization Program, overseeing the annual project data call and ensuring the PNF is current.
- Reviews project submissions, prepares inputs for OGC review, and schedules NCB meetings to vote on projects.
- Coordinates with MWR Directors and oversees the scoring of project results and prepares point papers for approval.
- Assists in the development of project goals and coordinates understanding and agreement on the overall scope, objectives, risks, costs, and timelines.
- Affirms the feasibility of NAF construction projects and provides ROM estimates to assess project feasibility.
- Prepares statements of work (SOW) for solicitations and contract types, coordinates required documents, and prepares evaluation plans for complex procurements.
- Identifies requirements and assists with procurement negotiations, ensuring compliance with contractual requirements.
- Corresponds with the activity PW office to resolve construction issues impacting project development and ensures adequate control of costs and time extensions.
- Reviews A/E submissions, specifications, cost estimates, and project documentation to ensure compliance with requests for proposals, specifications, and constructability.
- Participates in source selection and technical evaluation boards for NAF and APF projects, and supports the NAF Recapitalization Projects.
Qualifications
- Knowledge of engineering concepts, principles, and practices applicable to various engineering disciplines.
- Knowledge of NAF Capital Programs administration, including design, operations, and management of recreation, community support, lodging, and MWR business-based activity facilities.
- Knowledge of environmental and economic considerations, industry trends, and DoD planning, programming, and budgeting for NAF and APF budgets.
- Knowledge of DoD organizational structures and operation methods.
- Skills in preparing SOW for construction projects, using standard industry software, interpreting construction guidance specifications, and coordinating construction and renovation projects.
- Ability to communicate effectively both orally and in writing.
