Engineering Project Manager

About The Position

The County of Riverside’s Transportation & Land Management Agency (TLMA) is seeking an Engineering Project Manager (EPM) for the Project Development Division, located in Riverside. This position will plan, organize, and direct the work of engineering staff, and coordinate that work with other divisions, departments, or agencies.

The incumbent will review and perform highly complex engineering work, manage assignments, oversee quality assurance, review traffic studies, improvement plans, and other development-related technical studies. Additionally, the selected candidate will interpret and apply project conditions, state laws, ordinances, and policies into project review, and represent the Department at public meetings.

The department seeks applicants with advanced knowledge and expertise in street design. Candidates must possess a minimum of four years of progressively responsible civil engineering experience, two years of which shall have been performing public works construction or design activities. Competitive candidates will be those with experience in roadway rehabilitation and sidewalk design. Understanding of the American Disability Act requirements and how they apply in public rights-of-way, familiarity with federal, state, and local laws that apply to capital improvements projects.

Meet the Team!

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory. Examples Of Essential Duties:

• Plan, organize, direct, and review the work of staff and consultants involved in planning, environmental review, regulatory processing, project design, construction, and administration of major Public Works Improvement Projects.
• Participate in consultant selection for design and construction engineering services; negotiate scope, budget, and schedule; prepare contract agreements for Board approval; develop and implement Project Management Plans; and prioritize key project activities.
• Prepare, manage, and monitor project budgets and schedules; evaluate consultant progress reports; negotiate amendments; review and approve invoices; and oversee Contract or Construction Change Orders.
• Represent the Department in coordination with County departments, cities, governmental agencies, utility companies, stakeholders, and the public; prepare cooperative agreements with agencies such as Caltrans, the U.S. Army Corps of Engineers, and the California Department of Water Resources; and oversee property acquisition agreements.
• Direct and evaluate construction inspection activities; ensure conformity to plans and standards; coordinate cost estimates with consultants and staff; provide project information for funding applications; update Capital Improvement Plans; prepare funding allocation documents; and approve cost recovery invoices to funding agencies.

Minimum Qualifications

• Education: Graduation from an accredited college with a bachelor's degree in Civil Engineering, Environmental Engineering, Geology, Planning, Transportation Planning, Public Administration, Urban Geography, Architecture, or closely related field.
• Experience: Four years of professional civil engineering experience in complete street design activities. Highly preferred Experience with Caltrans Highway Design Manual and AASHTO Design Guidance, State and Federal RFP/RFQ, consultant, procurement process. Competitive candidates will be those with experience with roadway design and understanding of the American Disability Act requirements and how they apply in public rights-of-way, familiarity with federal, state, and local laws that apply to capital improvements projects.
• Other Requirements: Possession of a valid certification of registration as a Civil Engineer or Geologist issued by the California Department of Consumer Affairs.

Knowledge

• The principles and practices of engineering especially as they apply to traffic, transportation planning, highway design, solid waste, hazardous waste, flood control infrastructure, hydraulics, hydrology, geotechnical, local, State and Federal environmental and regulatory requirements, and economic analysis;
• State and Federal standards concerning Public Works Projects design and construction;
• The principles and techniques of project and/or program management, engineering administration, personnel management, project funding and budgeting.

Ability

• Plan, organize, and direct the work of an engineering/technical unit;
• Prioritize and supervise the work of professional engineers, technicians, inspectors, field construction staff and planners;
• Prepare, manage and administer program budgets;
• Perform or review difficult engineering calculations;
• Prepare or direct the preparation of complex plans, specifications, and comprehensive technical reports;
• Perform difficult technical research, to analyze situations accurately, and adopt effective courses of action;
• Review, evaluate, recommend, and/or approve proposals and plans of complex Public Works Projects and/or Programs;
• Establish and maintain cooperative working relationships with others.
