Engineering/Planning/Surveying (EPS) Technician IV Public Works Construction Manager

About the Role

This position manages and administers projects in the NCC, including construction for subdivision streets, commercial and residential entrances, safety permits, utility installation, industrial street agreements, and drainage system installation. The role involves supervising inspectors to ensure quality of work within the Right of Way (ROW), documenting quality control, and preparing inspection reports. Night and weekend work is required. This position is Report When Contacted (RWC) and may require reporting during emergency situations and severe weather events. A valid driver's license is required.

Responsibilities

• Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes, and ongoing maintenance requirements; documents and reports compliance or deficiencies.
• Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
• Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
• Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
• Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
• Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications.
• Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments. Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
• Operates computer-assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.
• Reads and interprets plans, specifications, blueprints, and other engineering documents.
• Performs other related duties as required.

Requirements

• Three years of experience in reviewing construction plans and details, project plans, specifications, schematics, or technical drawings to determine compliance.
• Six months of experience in planning, organizing, and directing crews involved in on-site sampling, testing, inspection, and documentation of construction progress and project completion.
• Six months of experience in project management, including planning, developing, implementing, managing, and evaluating projects to ensure objectives are met.
• Three years of experience using an automated information system to enter, update, modify, delete, retrieve/inquire, and report on data.
• Knowledge of staff supervision acquired through coursework, academic training, employer-provided training, or performing as a lead worker overseeing the work of others; or supervising staff, which may include planning, assigning, reviewing, and evaluating the work of others; or supervising through subordinate supervisors.
• Possession of a valid Driver's License (not suspended, revoked, cancelled, or disqualified from driving).
• Applicants must be legally authorized to work in the United States. The State of Delaware participates in E-Verify.

Conditions of Hire
