Project Manager IV (Construction Services)

About the Role

The Texas General Land Office is seeking a Project Manager IV within the Construction Services Department. This position performs advanced (senior-level) project management work, involving coordinating the planning and initiation of projects at various levels of completion; monitoring progress and schedule; communicating with stakeholders, management, and other relevant parties; and may assign duties and coordinate the work of project staff. Works under limited supervision with considerable latitude for initiative and independent judgment.

Key Responsibilities

• Manages, develops, oversees, and evaluates projects using accepted project management methodologies.
• Initiates projects, obtains authorization and commitment, and demonstrates business need and project feasibility.
• Develops construction project budgets, schedules, work plans, resource requirements, and cost estimates and projections.
• Monitors and manages construction project quality and cost to ensure deliverables are acceptable, fulfill contract/specification terms, and are completed within budget.
• Identifies potential project risks and difficulties and designs strategies to mitigate or avoid them.
• Communicates project methodology and processes to interested groups and team members.
• Compiles and distributes project information, status reports, and budget expenditures.
• Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors.
• Reviews and recommends proposals and bids to management.
• Assists with developing criteria for evaluating programs, proposals, and other pertinent information related to project assignments.
• Testifies before legislative and interested groups on project status and other issues of public interest.
• May plan, assign, and/or supervise the work of others.
• Performs related work as assigned.

Minimum Qualifications

• Graduation from an accredited four-year college or university with major coursework in Interior Design.
• Five (5) years of experience in Interior Design with full project lifecycle of programming and space planning for hospitality (skilled nursing homes), amenity spaces, lobbies, office/building renovations, with emphasis on FF&E material palettes, finishes selection, and system furniture design.
• Experience with documentation, client coordination, construction administration, project management, specifications, purchasing, and CAD drawings.
• Experience and Education may be substituted for one another.

Preferred Qualifications

• Previous experience as an Owner's representative with project management of projects for either Federal, State, or local municipality.
• Understanding of Texas State procurement and construction regulations.
• Project Management Institute certification.

Physical Requirements

• Primarily sedentary office work; however, mobility (moving around the worksite) is routinely required.
• Extensive computer, telephone, and client/customer contact and communication.
• Ability to move and position oneself for filing and similar routine office duties.
• Normal cognitive abilities requiring ability to learn, recall, and apply practices and policies.
• Stamina to maintain attention to detail despite interruptions.
• Ability to read printed materials and computer screens.
• Must be able to move and transport records, documents, boxes, and related materials weighing up to 20 pounds.
