About the Work Unit
The purpose of South Engineering Unit is to provide engineering expertise in developing, building, and maintaining a safe and integrated transportation system primarily in Arapahoe and Douglas Counties. The unit manages and oversees projects for upgrading, reconstructing, and maintaining the highway system along with other projects that have federal, state and local funds. Design, design oversight, construction management, National Environmental Policy Act (NEPA) documentation management, consultant management, and overall project management are provided.
About the Position
The EPST I, Construction position supports Project Engineers by enforcing established standards, procedures, and tests across highway construction projects. Core duties involve overseeing contractor operations for contract compliance, conducting materials testing, and providing design-phase administrative support. Daily technical responsibilities include collecting field samples, performing quantitative analyses, operating specialized equipment, and maintaining all testing supplies to ensure results meet project specifications. Additionally, the role provides Public Information and ADA compliance support by preparing communications and accessible documents for use during construction. While non-supervisory, this position is responsible for advising the Project Engineer, providing work directions to staff, and conducting quality control on peers' deliverables, such as materials final packages.
Responsibilities
Your duties and responsibilities will include, but are not limited to, the following:
- Certify that materials incorporated during construction are in conformance with the contract by supervising and reviewing field and laboratory tests; review quantity and quality of the contractor's materials.
- Certify that contractor's work is in conformance with construction plans and specifications; inspect contractor's work procedures by being on site and being familiar with plans and specifications.
- Check inspection reports for description of contractor's work, calculations, and accuracy.
- Request/analyze field modifications, which often impact budgets, when plans & field conditions differ.
- Oversee traffic control on construction projects to ensure compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and traffic control plans; review submitted traffic control plans; request modification to traffic control operations and plans as necessary.
- Document the Contractor's work and methods to ensure compliance with plans, specifications, and Contract Documents.
- Interpret plans and specifications under the direction of the Project Engineer.
- Ensure accurate payment for contract construction work by verifying pay quantities, project activities, conditions, and resolutions to problems and situations.
- Study CDOT manuals, attend assigned training classes and participate in seminars to enhance knowledge necessary to perform job duties.
- Be proficient in the CDOT Field Materials Manual, CDOT Standard Specifications, and M&S Standards.
- Complete all project records and documentation.
- Attend project meetings.

Work Environment
- Primarily 8:00 am – 5:00 pm work hours, Monday-Friday (With opportunity for a flexible schedule.)
- Travel required during work hours in Arapahoe and Douglas Counties to project locations.
- Approximately 90% spent in the field, 10% spent in the office/field office.
- Eligible for overtime and potential for shift differential
- Required to lift up to 50 lbs.
- Travel required during work hours within the Denver Metro area
- Occasional overnight travel 1-2 times a year throughout Colorado.
- Required to work outside in all weather conditions, in close proximity to moving traffic, and over variable terrain
- Night, holiday, and weekend work may be required depending on project schedules
- Required to operate CDOT vehicles
- May be required to work on road closures during emergency situations
- Required to wear all CDOT provided personal protective equipment (PPE) and follow all safety procedures.
Minimum Qualifications
Experience Only
A high school diploma or GED AND at least four (4) years of experience with a primary focus in any combination of the following: Assisting in the design of construction plans, monitoring construction projects, conducting materials testing, inspecting projects, and completing documentation for transportation related projects.
Education And Experience
A high school diploma or GED AND a combination of relevant education and experience equal to at least four (4) years that includes: Education from an accredited college or university with coursework in civil engineering, construction management, engineering, geology, mathematics, communications, trade school related to construction or automotive technology (example: Electrician, Plumber, Car Mechanic) or another field of study related to the duties of this position will be considered. Experience with a primary focus in assisting in the design of construction plans, monitoring construction projects, conducting materials testing, inspecting projects, and completing documentation for transportation related projects will be considered.

- A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
- Required to obtain certifications in LabCAT Levels A, B, C and E (Level E alternative: ACI Aggregate Technician Levels I & II), ACI Field Testing Technician, ACI Concrete Strength Testing Technician, and WAQTC Soils Testing Technician.

- Experience on transportation engineering related projects.
- Working knowledge of materials testing processes, principles, and best practices.
- Experience testing or assisting with the testing of asphalt, concrete, soil, and aggregates.
- Ability to research methods and test procedures necessary for compliance with Plans and Specifications.
- Ability to provide recommendations for acceptance, corrective work, or rejection of out-of-specification materials.
- Proven ability to manage multiple assignments, priorities, and projects in a demanding environment.
- Has certifications in LabCAT Levels A, B, C and E (Level E alternative: ACI Aggregate Technician Levels I & II), ACI Field Testing Technician, ACI Concrete Strength Testing Technician, and WAQTC Soils Testing Technician.
- Completed the Traffic Control Supervisor, Stormwater Management and Erosion Control, Basic Highway Math, Basic Construction Surveying, and Basic Highway Plan Reading courses.
