Engineer - RF 4
Requisition 30809 · Full-time, salaried, exempt · Hybrid schedule (minimum 3 days on-site at Tinker AFB, Oklahoma City) · Travel up to 20% · Active Secret clearance required (TS/SCI eligible) · Employee referral bonus: $3,500
About the role
HII Mission Technologies seeks an experienced RF engineering and electromagnetic spectrum professional supporting AFLCMC Fighters/Bombers at Tinker AFB in Oklahoma City, through the DTIC Information Analysis Center Multiple Award Contract (IAC MAC). The position delivers spectrum engineering, test management, technical analysis, and acquisition support across weapon-system modernization and sustainment for the B-52.
Integrate RF engineering, electromagnetic spectrum management, equipment spectrum certification, spectrum analysis, electromagnetic compatibility/interference (EMC/EMI), electromagnetic environmental effects (E3), and test and evaluation requirements across airborne and ground systems, avionics, communications, radar, electronic warfare, weapon systems, and other spectrum-dependent technologies. Work in a military/government executive program office with program managers, engineers, test organizations, laboratories, original equipment manufacturers, contractors, and acquisition stakeholders.
Responsibilities
- Lead Department of Defense (DoD) electromagnetic spectrum management and spectrum supportability activities throughout system development, integration, testing, fielding, and sustainment.
- Manage Equipment Spectrum Certification (ESC) and develop, review, and coordinate Requests for Frequency Assignment (RFA) for developmental, test, training, and operational requirements.
- Apply NTIA spectrum regulations and frequency allocations, ITU Radio Regulations, applicable FCC requirements, and DoD spectrum-management processes to spectrum-dependent systems.
- Perform RF spectrum, compatibility, and interference analysis using Spectrum XXI, EL-CID/EL-CID Online, and other applicable spectrum-management and analysis capabilities.
- Develop and maintain Spectrum Supportability Risk Assessments (SSRAs) addressing regulatory, technical, operational, EMC/EMI, and E3 risks and mitigation strategies.
- Plan, coordinate, conduct, and evaluate RF, EMC/EMI, and E3 laboratory, ground, and platform testing in accordance with applicable requirements, including MIL-STD-461 and MIL-STD-464.
- Assess electromagnetic hazards and effects including HERP, HERF, HERO, HEMP, interference, compatibility, and other E3 considerations.
- Develop test strategies, plans, procedures, technical analyses, risk assessments, and post-test reports; evaluate results and develop technically defensible corrective actions and recommendations.
- Lead technical discussions and advise program managers and senior leaders on alternatives balancing mission effectiveness, spectrum supportability, technical risk, cost, schedule, test results, and acquisition objectives.
- Serve as a technical lead and advisor for complex RF, spectrum, EMC/EMI, and E3 efforts. Independently resolve ambiguous requirements, coordinate spectrum and test activities, and retain ownership of critical deliverables.
- Advise government customers and senior leaders using defensible recommendations that balance mission effectiveness, technical risk, cost, schedule, certification, and acquisition objectives.
Requirements
- 9 years relevant experience with Bachelor's in related field; 7 years with Master's; 4 years with PhD or Juris Doctorate; or High School Diploma/equivalent and 13 years relevant experience.
- Active Secret clearance with ability to obtain and maintain TS/SCI.
- Demonstrated DoD spectrum-management experience including Equipment Spectrum Certification, frequency assignments, spectrum supportability, SSRA development, interference analysis, and spectrum coordination.
- Comprehensive knowledge of NTIA spectrum regulations, policies, allocations, and processes; working knowledge of ITU Radio Regulations, applicable FCC requirements, Spectrum XXI, EL-CID/EL-CID Online, spectrum analysis, equipment certification, and frequency-assignment processes.
- Hands-on experience conducting, coordinating, or supporting RF testing and EMC/EMI or E3 testing of airborne and/or ground systems; knowledge of MIL-STD-461, MIL-STD-464, HERP, HERF, HERO, and HEMP.
- Experience developing test plans, procedures, technical analyses, SSRAs, risk assessments, and post-test reports; demonstrated critical thinking, complex problem solving, accountability, technical ownership, and strong written and verbal communication.
Preferred qualifications
- Completion of a recognized military or federal electromagnetic spectrum management training program (e.g., Army Electromagnetic Spectrum Manager Course, Navy Fleet Spectrum Manager Course, Spectrum Operations Apprentice Course (SOAC), Interservice Radio Frequency Management School (IRFMS), NTIA Federal Spectrum Management Course, or equivalent).
- Bachelor's or master's degree in electrical engineering, systems engineering, aerospace engineering, physics, telecommunications, RF engineering, or a related technical discipline.
- Experience supporting Air Force or AFLCMC acquisition programs, military operations, and/or other military acquisition programs; experience with developmental, operational, flight, ground, or system-integration testing.
- Experience with GEMSIS, JIST, JSMPS, RF test equipment, TEMPEST, AIMS/IFF certification, radar, electronic warfare, SATCOM, avionics, or other spectrum-dependent mission systems.
Physical requirements
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
Pay
Anticipated salary range: $101,622 – $145,000 per year. Actual offer considers role function, candidate education/training, work experience, and key skills.
Schedule
Full-time, salaried, exempt. Hybrid schedule with at least three days on-site per week at Tinker AFB, Oklahoma City. Travel up to 20% to support integration, laboratory, ground, and platform test activities.
