PURPOSE:
Under the direction of the Manager of Planning & Project Management, will work with the Substation, Transmission and P&C engineering and field departments applying best project management practices to successfully execute projects. Also, special tasks to support the planning and project management groups will be assigned as needed.

Responsibilities
- Create all high-level requirement(s) and work plan(s) needed to perform work by TSR, including creating all scope documentation (e.g. Scope Zero, Scope One, etc.)
- Gather all requirements information from project stakeholders as applicable for creating scope documentation
- Create requirements when information is not available or cannot be provided by project stakeholders within TSR
- Develop and maintain (keep up-to-date) scope documentation and digital database(s) as applicable for creating work plans and high-level requirements
- Distribute all high-level requirement(s) and work plan(s) to all project stakeholders within TSR (including all TSR high-level requirement(s) and work plan(s) needed for the creation of candidate projects, scope 0 documentation, and/or Scope One documentation as required)
- Create all high-level project schedules and assign buckets of work for all TSR resources
- Create all high-level schedules for all candidate projects when information is not available or cannot be provided by project stakeholders
- Develop and maintain (keep up-to-date) documentation and digital database(s) as applicable with the availability and usage of TSR resources, equipment, and materials, needed to execute projects (applicable to TSR Design and Implementation/field)
- Provide guidance, direction (when necessary), and verification on resources, equipment, and materials so that they are properly allocated by all "stakeholders" within TSR for every project
- Create all high-level TSR cost estimates for TSR resources, equipment, and materials
- Create estimates when information is not available or cannot be provided by project stakeholders
- Develop and maintain (keep up-to-date) high-level documentation and digital database(s) as applicable for creating high-level TSR cost estimates
- Verify all high-level cost estimates have been properly distributed to all "stakeholders" within TSR (including all TSR cost estimates needed for the creation of candidate projects, Scope Zero documentation, and/or Scope One documentation as required)
- Develop schedules for all projects requiring TSR resources for their execution following the requirements and scoping documentation from the Work Planning sub-function
- Create assignments and timelines with project start dates, material requirements, equipment requirements, internal resources, external resources, and outage plans
- Identify and establish proper timelines of work activities requiring execution by TSR field and office sub-function(s)
- Update and monitor schedules for all projects requiring TSR resources for their execution
- Update and monitor assignments and timelines with project start dates, material requirements, equipment requirements, internal resources, external resources, and outage plans
- Maintain a valid driver's license and be in compliance with the Company’s Driving Program policy
- Comply with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations
- Perform other related tasks that are not included but are within the context of the duties assigned
Requirements
- Minimum Education: Bachelor’s degree from an accredited college or university in Electrical, Civil, Mechanical, or Systems Engineering, with an emphasis in engineering construction, project management, or related field
- Experience: 0-5 years or more experience required

- Knowledge: Demonstrates basic knowledge of project management practices and concepts
- Skills: Demonstrates basic knowledge in creating or interpreting project estimates and budgets, creating or interpreting project scope documentation, creating or interpreting project schedules, basic knowledge of PC hardware and Microsoft applications such as MS Word, MS Excel, MS Power Point, and MS Teams, basic knowledge of MS Project or any other software tool used to create schedules and track tasks, basic knowledge of power systems within the context of electric utilities, basic knowledge in reading construction plans, electrical diagrams/schematics, and/or civil/mechanical drawings, ability to create documentation of developed applications and internal processes/procedures and develop training materials as required, ability to maintain effective working relationships with officers, managers, fellow employees, and the public, ability to maintain a strong sense of propriety concerning confidential matters, ability to quickly acquire new skill sets, effective verbal and written communication skills
