About the role

The Enforcement Division’s (ED) Engine and Parts Enforcement Section (EPES) is seeking a highly qualified and motivated Air Pollution Specialist (APS). EPES is responsible for enforcing California Air Resources Board (CARB) regulations designed to improve air quality by reducing emissions generated by:

• Non-compliant engines, including large-spark ignition (LSI) engines and fleets, compression ignition (CI) engines, and small off-road engines (SOREs – engines rated less than 25 horsepower).
• Non-compliant aftermarket parts, including catalytic converters, fuel injectors, turbo chargers, superchargers, computer devices, sensors, and other engine performance enhancers.
• Non-compliant portable fuel containers, marine fuel tanks, and refrigerant canisters.

EPES is also responsible for the Laboratory and Certification Fraud Program. Enforcement services provided by EPES focus primarily on investigating complaints, tips, and leads concerning potentially non-compliant engines, parts, specialty products, laboratory and certification fraud, initiating enforcement actions where violations are found, and resolving these cases, including providing support in cases that are referred for litigation.

This incumbent will investigate complaints, tips, and leads received from the public, industry, or affected stakeholders. The incumbent will also work on Enforcement-related cases in the On-Board Diagnostic (OBD) arena (such as stipulated penalties, telematics, and in-use OBD referrals).

Responsibilities

• Investigate complaints, tips, and leads concerning potentially non-compliant engines, parts, specialty products, and laboratory and certification fraud.
• Initiate enforcement actions where violations are found and resolve cases, including providing support in cases referred for litigation.
• Work on Enforcement-related cases in the On-Board Diagnostic (OBD) arena, such as stipulated penalties, telematics, and in-use OBD referrals.

Requirements

• Valid California Driver’s License (CDL).

Qualifications

Individuals who are currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility may apply. SROA and Surplus candidates are given priority.

Pay

• AIR POLLUTION SPECIALIST A: $5,918.00 - $7,059.00 per month
• AIR POLLUTION SPECIALIST B: $7,089.00 - $8,872.00 per month
• AIR POLLUTION SPECIALIST C: $9,158.00 - $11,455.00 per month

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
