Job Description and Duties

The successful candidate will join a skilled team responsible for developing and implementing California policies and regulations that phase out high–global warming fluorinated gases (F gases) to meet statutory emission reduction targets (SB 1383, SB 32) and support the state’s long term carbon neutrality goals. F-gases—including CFCs, HCFCs, and HFCs—are potent greenhouse gases used in sectors such as refrigeration, air conditioning, heat pumps, aerosol propellants, and foam insulation.

In this role, the candidate will lead the management of CARB’s statewide F-gas emissions inventory and help implement HFC regulations, ensure compliance, and contribute to and future HFC related policy. The position involves close collaboration with stakeholders such as manufacturers, contractors, technicians, recyclers, and government and non-government organizations. Responsibilities include managing large data sets, understanding sector challenges, identifying solutions, and evaluating technical and cost impacts.

  • Analyze reported data
  • Assist with investigations of potential violations
  • Assess regulatory effectiveness
  • Support updates to F-gas emissions inventories
  • Prepare briefing papers and rulemaking documents
  • Provide technical and regulatory support to other U.S. Climate Alliance states developing their own F-gas regulations
  • Some travel is required

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board's (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

  • Broad or specialized knowledge of climate change, air quality, and regulatory development
  • Expertise related to refrigeration, air conditioning, and heat pump technologies
  • Enthusiasm, initiative, and resourcefulness
  • Strong program planning and implementation experience
  • Ability to understand and navigate both technical and policy issues
  • Excellent analytical and problem solving skills
  • Collaborative and effective communication skills
  • Comfortable working independently, contributing as part of a team, and taking on leadership roles as needed
  • Strong interpersonal skills and the capacity to manage multiple projects efficiently under strict deadlines
