About the Role

The Energy RFP Specialist is responsible for conducting energy auctions for the purchase and sale of wholesale electricity, electricity-related products, and renewable energy credits (RECs). This role supports the development and implementation of default service and last resort service energy plans for PPL Electric and Rhode Island Energy. Key responsibilities include developing and maintaining energy procurement processes, conducting daily generation submissions to the ISO, managing energy auctions, performing market analysis, and providing reports to leadership and peer teams.

The Senior Energy Procurement Specialist operates within the Energy Procurement Department, collaborating to facilitate energy auctions and manage wholesale electricity and RECs transactions. The department oversees default service and last resort service plans, energy procurement processes, ISO submissions, auction management, market analysis, and RFPs for renewable and clean energy programs.

Responsibilities

  • Develop Request For Proposals (RFPs) and contract documents for Narragansett Electric’s Last Resort Service (LRS) and PPL Electric’s Default Service, ensuring compliance with state regulatory obligations, renewable portfolio standards, and policy initiatives.
  • Purchase and sell electricity, electricity-related products, and RECs through competitive auction processes.
  • Support electricity and electric-related product bidding with ISO New England (ISO-NE) and PJM ISO.
  • Conduct LRS and Default Service RFPs, including supplier communications, bid evaluation, contract review and execution, reporting on auction results, and communications with state agencies.
  • Analyze RFP results and procurement of LRS/Default Service energy, renewable and clean energy programs, and RECs, including dispatch modeling, environmental plans, economic benefit analysis, and diversity, equity, and inclusion components.
  • Manage day-to-day relationships with service providers, including negotiation, interpretation, and application of contractual agreements and service level agreements.
  • Manage supplier contracts, including entry into contract management systems and updates to terms and conditions.
  • Assist in developing electric hedging and procurement strategies aligned with regulatory policies in applicable jurisdictions.
  • Maintain strong relationships with internal stakeholders, including energy traders, risk management, accounting, legal, rates, and ISO settlement & scheduling teams.
  • Serve as a liaison between PPL Electric/Rhode Island Energy and external stakeholders, such as state regulators, customer advocates, and trade groups, on technical, policy, and strategic issues.
  • Support regulatory filings related to power supply and renewable energy.
  • Manage RECs through PJM GATS and ISO-NE GIS, including transfers, invoicing, reporting, and state compliance requirements.
  • Analyze electric supply portfolio data to support company planning and volatility management processes.
  • Monitor and analyze energy schedule and trade data to identify gaps between forecasted load obligations and actual performance.
  • Perform other duties as assigned and comply with all company policies and standards.

Qualifications

  • Energy RFP Specialist:
    • Bachelor’s Degree in business, economics, finance, accounting, engineering, mathematics, political science, or a related field.
    • 5+ years of relevant work experience.
    • Demonstrated ability to analyze complex financial, regulatory, market, and business situations.
    • Proven ability to present issues, insights, results, and recommendations to key stakeholders.
    • Experience interacting across all levels of internal management and external stakeholders.
    • Proficiency in MS Office products and internet research.
    • Strong planning and organizational skills, with the ability to anticipate the needs of internal and external audiences.
    • Ability to build and maintain relationships with suppliers and regulators.
  • Sr Energy RFP Specialist:
    • Bachelor’s Degree in business, economics, finance, accounting, engineering, mathematics, political science, or a related field.
    • 7+ years of relevant work experience.
    • Demonstrated ability to analyze complex financial, regulatory, market, and business situations.
    • Proven ability to present issues, insights, results, and recommendations to key stakeholders, including written and oral testimony before state Public Utilities Commissions.
    • Experience interacting across all levels of internal management and external stakeholders.
    • Proficiency in MS Office products and internet research.
    • Strong planning and organizational skills, with the ability to anticipate the needs of internal and external audiences.
    • Ability to build and maintain relationships with suppliers and regulators.

Preferred Qualifications

  • Advanced Degree in economics, finance, business, mathematics, or a related field.
  • Certifications in energy trading, modeling, project management, or related fields.
  • Experience working in the regulated energy business.
  • Working knowledge of wholesale energy markets, independent system operator models, and state/federal legislation, with a deep understanding of ISO New England (ISO-NE) and/or PJM ISO operations.
  • Strong oral and written communication skills, including tact and persuasion.
  • Advanced skills in Microsoft Excel, Access, Python, or similar analytical tools.
  • Understanding of project management techniques and methods.
