Employee Engagement Survey Consultant

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans employee engagement and organizational research, emergency management and continuity planning, housing and community development, grant administration technical assistance, research and program evaluation, and applied field operations support. We engage experienced practitioners as project-based collaborators. Engagements are remote-first with travel as required for client and field sites. We build teams for current live pursuits. This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal. AlphaGov is seeking an Employee Engagement Survey Consultant to design and deliver actionable engagement research for major public employers, including a large port authority program, from instrument development through analysis, reporting, and follow-through. What you'll do: Design employee engagement survey strategies, instruments, sampling plans, and administration workflowsAlign survey constructs and questions to organizational goals, workforce realities, and leadership decisionsManage survey communications, stakeholder coordination, data-quality checks, and participation analysisAnalyze quantitative and open-ended results and identify meaningful patterns across teams, locations, and demographic groupsDeliver executive briefings, clear reports, and practical action-planning recommendationsContribute specialist qualifications and past-performance narrative to AlphaGov proposals when permissioned Requirements Required: Demonstrated experience designing and delivering employee engagement or organizational climate surveysStrong command of survey methodology, questionnaire design, quantitative analysis, and open-ended response codingAbility to communicate sensitive findings clearly and facilitate action planning with public-sector leadersComfortable as a 1099 / project-based collaborator; remote-first with travel as client work requires Nice to have: Experience serving ports, transportation agencies, utilities, municipalities, or other complex public employersFamiliarity with common engagement platforms, confidentiality practices, comparative analysis, and dashboard/reporting toolsExperience connecting survey findings to organizational-development, retention, or workforce strategies
