About the Role

The Emergency Services Coordinator will assist and provide administrative support to the Office of Emergency Services (OES) Director to ensure San Francisco State University is trained and well-equipped to respond to campus-wide incidents and wide-scale emergencies. The coordinator will also serve as the primary office administrator, ensuring all financial and administrative functions comply with systemwide policies and departmental expectations.

Responsibilities

  • Lead the design, development, implementation, and management of emergency management programs, systems, procedures, and methods of operation on campus.
  • Prepare emergency management reports for dissemination and presentation to campus leadership.
  • Support the emergency management Training and Exercise program, including:
    • Prepare and maintain annual emergency management training matrices.
    • Ensure compliance of training programs with industry standards and best practices.
    • Schedule, coordinate, and facilitate emergency preparedness and response trainings for faculty, staff, students, and community members.
    • Support facilitation of emergency management tabletop exercises in line with campus emergency exercise schedules.
  • Review the Campus Emergency Operations Plan (EOP) and other emergency plans annually and provide recommendations.
  • Research and explore opportunities for mutual aid assistance.
  • Collaborate with campus stakeholders to develop scenario-specific annexes to the EOP.
  • Assist with the Building Evacuation Program, including trainings, fire drills, building evacuations, emergency plans, and supplies.
  • Maintain an inventory of emergency resources, including campus-wide supplies, EOC activation equipment, search & rescue supplies, emergency lighting, PPE, and first aid supplies.
  • Provide guidance and recommendations on:
    • Building evacuation drills, including participation, documentation, and action item tracking.
    • Emergency supplies and equipment for campus departments.
    • Emergency management initiatives, resources, and related activities.
    • Emergency procedures best practices.
  • Assist with outreach event planning, such as the annual Campus Safety Week, in collaboration with campus partners.
  • Lead the development and maintenance of emergency management web pages and social media platforms.
  • Assist with business innovation and process improvement, developing strategic approaches and solutions.
  • Maintain OES and EOC continuity plans as departmental Continuity Liaison.
  • Ensure all departmental documents meet accessibility standards.
  • During EOC activation, act as primary EOC Coordinator, assisting with setup, activation, documentation, and staff coordination.
  • Maintain the readiness of the Emergency Operations Center (EOC), including:
    • Researching standards and best practices for equipping the EOC.
    • Maintaining updated EOC roster and contact information.
    • Ensuring EOC forms, documents, and binders are updated and accessible for physical and virtual modalities.
  • Maintain the virtual Emergency Operations Center (EOC) in Teams.
  • Lead documentation and record retention for emergency management-related records, including state-mandated records.
  • Independently research, compile, and analyze data for administrative, fiscal, and compliance issues related to emergency management.
  • Serve as Timekeeper for OES Student Assistant hours and oversee student projects.
  • Manage departmental purchase card and travel card, including purchasing supplies, arranging travel, and other administrative needs.
  • Collaborate with Risk & Safety Services analysts to ensure consistent application of university policy and support divisional continuity.
  • Monitor and maintain vendor relationships and create requisitions/purchase order requests through CSUBuy P2P.
  • Support the development and administration of the departmental budget, including preparing budget materials for review.

Requirements

  • Bachelor’s degree or equivalent work experience.
  • General knowledge and skills in administrative and/or program fields, with foundational knowledge of public administration principles, practices, and methods.
  • Thorough knowledge of and ability to apply expertise to complex programs and administrative specialties, including pertinent laws and regulations.
  • Demonstrated expertise in principles, problems, and methods of public and business administration and operational/fiscal management.
  • Experience with administrative survey techniques, operations and systems analysis, statistical and research methods.
  • Ability to understand problems from a broad, interactive perspective and develop strategic solutions.
  • Ability to work with public and private entities and handle sensitive situations.
  • Strong consultative skills in working with internal and external groups.
  • Ability to present ideas effectively in written or presentation format and use facilitation skills to gain consensus.

Preferred Qualifications

  • Two years of experience in emergency management program administration.
  • Proficiency with Microsoft Office Suite and internet tools, including social media.
  • Minimum five years of administrative experience.
  • Class C Driver’s License.
  • Strong written and oral communication skills.
  • Successful completion of NIMS-compliant ICS training courses 100, 200, and 700 within three months of employment.
  • Successful completion of NIMS-compliant ICS training courses 300, 400, and 800 within six months of employment.
  • Successful completion of Standardized Incident Management System (SEMS) training within six months of employment.
  • Higher education experience.

Pre-Employment Requirements

  • Successful completion of a background check.
  • Eligibility to work in the United States, with proof of authorization required within three business days of hire.

Pay

$5,877.00 - $6,488.00 per month ($70,524.00 – $77,856.00 annually).

Schedule

Full-time (1.0 time base), Monday - Friday, 8:00 am - 5:00 pm. This is a one-year probationary position.
