About the role

The Emergency Preparedness Manager leads the Columbia Fuel Fabrication Facility (CFFF) Emergency Preparedness Program, ensuring compliance with NRC License SNM-1107, site emergency plan commitments, and regulatory requirements. You will maintain an inspection-ready program that supports emergency prevention, preparedness, response, and recovery while protecting employees, the public, the environment, facility assets, and business continuity.

Key Responsibilities

  • Own and manage the site Emergency Preparedness Program, including governance, strategy, performance monitoring, and continuous improvement.

  • Maintain the Site Emergency Plan and implementing procedures in compliance with regulatory requirements and site commitments.

  • Assess program effectiveness, identify gaps, prioritize corrective actions, and escalate risks.

  • Develop performance metrics, audits, and management reporting.

  • Provide emergency response leadership and support during drills, exercises, inspections, and actual events.

  • Staff, train, qualify, and ready the Emergency Response Organization (ERO) to respond.

  • Support Emergency Operations Center readiness and response coordination.

  • Evaluate emergency response performance and implement corrective actions to strengthen readiness.

  • Develop and deliver emergency preparedness training programs.

  • Plan and conduct drills, tabletop exercises, and full-scale exercises.

  • Document lessons learned, performance trends, and corrective actions.

  • Maintain training and qualification records.

  • Be the site subject matter expert for emergency preparedness requirements and commitments.

  • Lead interactions with regulatory agencies during inspections and audits.

  • Prepare regulatory reports, responses, and program documentation.

  • Monitor regulatory changes and implement program updates.

  • Maintain emergency classification, notification, and response procedures.

  • Collaborate with local fire, EMS, law enforcement, hospitals, and government agencies.

  • Support hazard assessments, emergency planning analyses, and business continuity efforts.

  • Lead corrective actions resulting from drills, inspections, audits, and events.

  • Identify opportunities to improve program effectiveness, compliance, and response capability.

  • Provide leadership and development for emergency preparedness personnel.

  • Partner with Operations, Security, Radiation Safety, Environmental, Licensing, and Compliance teams.

  • Support site performance improvement initiatives, assessments, and special projects.

Qualifications

  • Bachelor's degree in Engineering, Safety, Emergency Management, Fire Science, Environmental Science, Nuclear Technology, or a related technical field.

  • 10+ years of experience in emergency preparedness, emergency response, EHS, operations, military emergency management, fire service leadership, or nuclear operations.

  • 3+ years of leadership or supervisory experience.

  • Knowledge of emergency management principles, incident command systems, and emergency response planning.

  • Preferred experience supporting NRC-regulated facilities, nuclear operations, DOE sites, chemical processing facilities, or other highly regulated industries.

  • Experience leading regulatory inspections, emergency drills, exercises, and multidisciplinary response teams.

  • Professional certifications such as Certified Emergency Manager (CEM), Certified Safety Professional (CSP), Fire Officer, or equivalent.

  • ICS/NIMS training and qualifications.

Pay

The base salary range for this position, which is dependent upon experience, qualifications and skills, is estimated to be $112,400 to $140,500 per year.
