About the role
The role involves identifying critical infrastructure within Wyoming that could be affected by natural or man-made disasters, assisting in developing protection methods, and engaging with various sectors of the state's critical infrastructure.
Responsibilities
- Serve as a member of the Wyoming Cyber Assistance Response Effort (CARE) team.
- Engage with protection of all 16 sectors of the Critical Infrastructure within the state, with a focus on the Communications Sector.
- Coordinate with federal partners to analyze threats and provide subject matter expertise.
- Assist with the planning, review, vetting, response, and exercise process for cyber efforts.
- Work with other federal, state, and local government agencies to develop strategies, policies, and procedures to safeguard critical communications networks.

- Help ensure that public/private communications networks/systems have resilience and redundancy built in using the PACE (Primary, Alternate, Contingent, Emergency) framework principles.
- Participate in the planning and response processes for the CARE team.
- Perform 24/7 emergency deployment of mobile support and interoperable communications during emergencies, disasters, acts of terrorism, and/or by order of the Governor.
- Aid in the development and implementation of incident command interoperable communication plans.
- Travel in and out of state to participate in planning, training, exercises, meetings, seminars, and conferences.
- Assist with oversight and coordination of efforts to improve, protect, and manage communications infrastructure within the agency and systems within the state.
- Serve as a 24/7 Duty Officer for the agency to respond to after-hours incidents.
Requirements
This position requires a Secret clearance through the federal Department of Homeland Security. The candidate should have:
- Knowledge of emergency management laws;
- Knowledge of State and federal laws, rules, and regulations;
- Knowledge of the use of Force policies;
- Knowledge of public Law 99-510, U.S.C. 9601-9675;
- Knowledge of Emergency Planning;
- Knowledge of Wyoming State Statutes; 19-13-101;
- Knowledge of the Homeland Security Act, 35-9-152;
- Knowledge of the Emergency Response Act;
- Knowledge of Standard Operating Procedures for crisis management preparedness, response, and recovery;
- Basic radio and communications knowledge to support deployments of HLS's communications equipment to support local jurisdiction.
Qualifications
- Bachelor's Degree in a relevant field or equivalent experience.
- 1-2 years of progressive work experience in Emergency Preparedness or similar field.
- 4-6 years of progressive work experience in Emergency Preparedness or similar field.
- Ability to obtain a Secret Security Clearance.
- Ability to qualify for a Commercial Driver's License (CDL).
- Completion of FEMA courses.
