Emergency Operations Center (EOC) Instructor
Organization: Commander, Navy Installations Command (CNIC), Shore Operations Training Delivery Branch, N36T/N73. Hybrid – Distributed Workforce. Must reside within 50 miles of an airport capable of supporting proper travel availability.
About the role
This position supports the CNIC N36T/N73 Shore Operations Training Group (SOTG) as a subject matter expert in the planning, development, coordination, and evaluation of integrated training programs. As a member of the virtual training team and deployable mobile training team (MTT), the incumbent will provide dynamic and interactive training and conduct exercises across the SOTG competencies.
Responsibilities
- Responsible for curriculum management, including efforts to keep all course material standardized and aligned with current and emerging requirements pertinent to SOTG-delivered formal courses.
- Provide professional instruction and facilitation of formal courseware, including participating in Exercise Control Group (ECG) scenario-based team training for direct support during embedded functional exercises.
- Develop, implement, and manage training programs and curriculum, applying in-depth knowledge in adult learning principles and instructional design methodologies to ensure effective training delivery.
- Serve as a Subject Matter Expert (SME) in Emergency Management Programs, integrated training, Command, Control, and Communications (C3), and Defense Support to Civil Authorities (DSCA).
- Analyze doctrine, mission essential tasks, and evaluate existing training programs to identify requirements and recommend training solutions that align with naval guidance, strategy, and operational objectives.
- Develop and provide decision-level briefings to Senior Leadership (Military or Civilian).
- Support administrative and logistical aspects of training delivery, including course scheduling, student tracking, material preparation, maintaining website, and updating training databases.
Requirements
- Five (5) years of combined classroom, team exercise, virtual training, exercise planning, and training development experience.
- Expertise in Emergency Management (EM) and/or Integrated Training.
- Formal instructor qualification and experience in adult education learning is highly desired.
- Demonstrated expertise in Emergency Management Programs, including emergency planning, preparedness, response, recovery, mitigation, Emergency Operations Center operations, and exercise evaluation.
- Experience as an Emergency Manager, Emergency Management Program representative, Emergency Management Planner, EOC Manager, Exercise Director, or equivalent position is highly desired.
- Must be able to obtain and maintain an active Secret Clearance.
- Must possess a valid United States Passport.
- Provide proof of citizenship using the I-9 form and supporting documentation.
Skills
- In-depth knowledge of adult education, integrated training, and learning principles and techniques to design, implement, execute, and evaluate training programs, curriculum, exercises, and instructional design methods.
- Strong expertise in operational training needs of a DOD installation, the National Incident Management System (NIMS), National Response Framework (NRF), Incident Command System (ICS), Defense Support for Civil Authorities (DSCA), FEMA Emergency Management principles, and Command & Control ashore.
- Skill in analyzing doctrine, policies, and operational requirements to identify training gaps, develop solutions, and recommend improvements aligned with naval guidance and mission objectives.
- In-depth knowledge of computer and information technology proficiency to independently troubleshoot and correct issues associated with Microsoft Suite including Microsoft Teams.
Travel
Can anticipate 35-40% travel per year to CONUS and OCONUS locations. May deploy in operational support of real-world Navy disaster response as an Emergency Operation Center Incident Management Team (EOC IMT) or Regional Staff Consultant.

$70,000 - $90,000
