About the role
The EMR Specialist will provide leadership on emergency medical responses and strengthen clinical readiness, field operations, and rapid deployment of Emergency Field Hospitals (EFH) and medical teams worldwide. This position will also lead development of technical systems and standards, to include the World Health Organization (WHO) Emergency Medical Team (EMT) certification process.
Responsibilities

- Deploy as a clinical and operational lead on the Disaster Assistance Response Teams (DART) or Incident Management Teams (IMT).
- Provide functional leadership, mentorship, and technical oversight to clinical DART personnel, EMT working groups, and field medical teams.
- Conduct global health crisis monitoring and rapid needs assessments in collaboration with host nations, WHO, and NGO partners to identify medical response priorities and operational requirements.
- Develop and maintain readiness systems for emergency field hospitals and mobile clinical teams in collaboration with IHU Medical Operations, ensuring integration of EMT standards and best practices into Samaritans Purse operational models.
- Lead and coordinate the WHO Emergency Medical Team (EMT) certification process for Samaritans Purse medical capacities, including simulation exercises, documentation reviews, and readiness audits.
- Develop, update, and maintain clinical Standard Operating Procedures (SOPs), technical manuals, and operational guidelines to support high-quality, standardized medical response.
- Design, deliver, and evaluate pre-deployment and simulation-based training programs to prepare medical staff for austere and complex environments.
- Mentor field clinicians, medical coordinators, and technical staff to enhance operational effectiveness and professional development during deployments and training programs.
- Lead the development of innovative deployment models and clinical systems for flexible, rapid medical response, including design and implementation of medical data and electronic medical record (EMR) systems.
- Maintain active clinical practice at an agreed-to level, to ensure professional competency and alignment with current medical standards and humanitarian best practices.
Requirements
- Registered Nurse, Medical Doctor, or equivalent clinical qualification with active licensure and three (3) to five (5) years of experience in emergency, acute care, or humanitarian medicine.
- Prior international field response experience with WHO EMT or equivalent experience preferred.
- Extensive experience in international emergency medical response, humanitarian operations, or field hospital management; or equivalent combination of experience and education.
- Must maintain active clinical license and ongoing practice.
- Twelve (12) credit hours of college-level Biblical Studies strongly preferred.
Skills
- Knowledge of WHO EMT systems, standards, and verification processes.
- Strong ability to develop SOPs, readiness frameworks, and training programs.
- Cross-cultural leadership and mentoring skills for high-performance field teams.
- Competence in clinical practice, logistics coordination, and operational planning.
- Familiarity with EMR systems and medical informatics preferred.
