Emergency Management Specialist with Land Mobile Radio Expertise

About the role

We are seeking an emergency management specialist who is technically proficient in land mobile radio (LMR) and mass communications operations. The successful candidate will oversee and maintain critical communications capabilities in support of daily and emergency operations at multiple work locations. You will interface with radio managers, users, and technical support personnel to ensure emergency and mass communications requirements are met and maintained for emergency management, continuity, and test, training, and exercise needs.

Key Responsibilities

  • Headquarters (HQ) Radio Systems Management: Oversee encrypted P25-compliant trunked LMR network, BDAs, and portable/mobile radio cache. Maintain radio, battery, and accessories inventory for the enterprise. Program and update radios, develop codeplugs, and complete LMR analytical tasks. Coordinate with LMR technical service provider on maintenance, software updates, and performance related concerns.
  • Non-HQ Radio Systems Management: Provide technical LMR support, analysis, and guidance to non-HQ sites and coordinate with host radio system owner to address agency operational requirements.
  • LMR Interoperability: Ensure that all sites have the necessary support to identify, develop, and maintain identified communications interoperability agreements and capabilities with local, state, and federal agencies, as appropriate.
  • Mass communications: Serve as the primary lead for monitoring and maintenance of an enterprise-wide automated notification system to provide alerts to a variety of devices. Create and maintain SOPs, training, job aids, and other governance documents. Develop, maintain, and deliver training in support of site use requirements.
  • Emergency Management: Support diverse emergency management tasks including development and maintenance of response plans, standard operating procedures, training (on-site and remote), and other mission-critical needs per DoDI 6055.17 and agency directives.

Qualifications

  • Experience: 2–4 years of hands-on experience with encrypted trunked and/or conventional LMR systems (e.g., Motorola, EF Johnson) and other communications devices (e.g., satellite phones, LMR interoperability solutions) used to support emergency and continuity operations.
  • Technical Skills: Familiarity with RF theory/propagation, antenna systems, basic LMR network design, key management facilities, key variable loader, and portable radio battery management processes.
  • Emergency Management Knowledge: Strong familiarity with the National Incident Management System (NIMS), Incident Command System, and Federal Continuity requirements.

Required Certifications/Training

  • ICS 100, 200, 700, 800, and FEMA Level I Professional Continuity Practitioner.

Preferred Certifications/Training

  • ICS 300 and 400, COMSEC Custodian.
