Vermont Emergency Management is looking for a mission-driven professional to join our Planning Section. This position will work under the supervision of the Planning Section Chief and in partnership with VEM's Emergency Management Planners. The role supports a broad range of emergency management planning efforts, including assisting state agencies in developing plans to respond to and recover from disasters, providing technical assistance in planning, data collection, and analysis.

This position will support the development of incident-specific annexes to the State Emergency Management Plan and planning efforts for the State Emergency Operations Center (SEOC). The person hired will be expected to live in Vermont with the ability to travel to Waterbury as needed. Hours and duration are flexible and can be discussed during the interview process.

This is a temporary position (Job Requisition #55421) open to all State employees and external applicants. Temporary work is typically for variable hours and is not guaranteed to be full-time.

Responsibilities

  • Support state agencies in developing emergency response and recovery plans
  • Provide technical assistance in planning, data collection, and analysis
  • Develop incident-specific annexes to the State Emergency Management Plan
  • Support planning efforts for the State Emergency Operations Center (SEOC)
  • Participate in emergency management drills and actual emergencies, which may require work outside normal hours or on-call status

Requirements

  • Bachelor's degree or higher in emergency management, public administration, risk management, or related field and one (1) year or more of experience in emergency management or planning
  • or four (4) years or more of experience in emergency management, public administration, risk management, or related field
  • Private means of transportation
  • Ability to pass a public safety background check, including Motor Vehicle/Criminal Records, Personal History, Credit, and any additional required checks

Preferred Qualifications

  • Experience in emergency management and/or as a first responder
  • Knowledge of Homeland Security Exercise and Evaluation Program (HSEEP)

Environmental Factors

  • Primarily office-based with some travel throughout the state
  • May require work outside normal hours during drills or actual emergencies
  • On-call status may be required
