THE POSITION

This is a full-time limited-duration position with a possible duration of up to 2 years.

The City's Senior Applications Developer (CIS Applications Developer) is responsible for providing technical leadership in the planning, configuration, implementation, and ongoing support for the new PeopleSoft Customer Information System (CIS) and other commercial software packages to meet the City’s business needs. The position will lead technical teams and assist with technical training for other Information Technology staff.

The position will also consult with City staff on GIS principles and techniques to design, develop, and implement complex software systems and databases to meet specific City business needs. The position will apply analytical and design techniques to support and maintain existing GIS software, systems or data. The position will evaluate vendor products for applicability to the City’s needs, budget constraints and business objectives.

THE DEPARTMENT

Information Technology is responsible for the development and execution of technology strategies and plans to meet the ongoing needs of the City; effective operation and security of the City's enterprise-wide automated systems, such as Financial, E-mail, and Geographic Information Systems (GIS); and design, development, implementation, and maintenance of the City's wide area network, multiple local area networks, and mainframe applications.

The department is also responsible for management of City communications, including telephone, radio, CCTV, and data transmissions. Information Technology provides training and support to both users and implementers of technology.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans and manages information technology related projects involving critical applications, large systems and sophisticated processes.
  • Provides team leadership, guidance, business, and technical expertise on assigned projects involving citywide computer systems.
  • Designs and/or creates database structures, data migration/conversion techniques for system(s) conversions or upgrades.
  • Maintains and monitors databases in order to obtain optimum performance.
  • Applies analytical and advanced design techniques in developing new programs or systems or modifying existing ones.
  • Codes and/or tests programs and resolves related problems in large, complex systems.
  • Provides technical guidance to lower-level IT personnel and contractors through training, mentoring, and coaching.

QUALIFICATIONS

  • Experience: Five years professional experience in information technology in a multi-platform environment doing one or more of the following: application development, database management, GIS programming, system analysis/development, website design/development, and project management.
  • Education: A Bachelor's degree from an accredited college or university in Information Technology or a related degree.
  • Special Qualifications: Driver License - Possession of a valid California Class C Driver License at the time of appointment.

THE IDEAL CANDIDATE

The ideal candidate for the Senior Applications Developer will be a problem-solving visionary with a strong technical background, who has exceptional people skills, a positive attitude, and the desire to attain ongoing excellence. In addition, the candidate should have demonstrable hands-on technical experience with:

  • Financial, cashiering or routing systems
  • Variety of complex programming languages, databases and operating systems on multiple hardware platforms
  • Applications development and structured analysis methods; data modeling theory and methods; disaster planning and recovery techniques; debugging and error detection
  • Software applications such as finance, human resources, utility billing, geographical information systems, and permitting.

Knowledge of
