Duties and Responsibilities

  • Supports BUMED disaster response operations across all phases of emergency management: Mitigation, Preparedness, Response, and Recovery.
  • Plan, coordinate, participate, and evaluate emergency management exercises (tabletop and full-scale), including participation in national-level exercises such as Ultimate Caduceus and Citadel Shield, Solid Curtain.
  • Develop training materials, after-action reports (AARs), and Improvement Plans (IPs) for the Federal Coordinating Center (FCC) in accordance with Federal standards.

  • Coordinate interagency activities, including DoD and Federal partners, ensuring effective communication, action tracking, and documentation of meeting outcomes.
  • Manage resources and logistics, utilizing systems such as U.S. Transportation Command (TRANSCOM) Regulating and Command and Control Evacuation System (TRAC2ES), Joint Patient Assessment and Tracking System (JPATS), GeoHealth System, and National Disaster Medical System (NDMS).

Minimum Qualifications, Experience & Education Requirements

  • Bachelor’s degree in Emergency Management, Security Studies, Public Policy, or related relevant field.
  • OR ten (10) years of progressively responsible emergency management experience can be accepted in lieu of a degree.
  • Minimum five (5) years of relevant federal emergency management experience.
  • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or must enroll within 180 days of contract award.
  • Possess an active, or be able to obtain and maintain a favorable Secret Clearance.

Knowledge, Skills, & Abilities (KSA’s)

  • Comprehensive knowledge of federal emergency management program, policies and operations.
  • Skill in planning and executing emergency exercises, including development of AARs and improvement strategies.
  • Ability to analyze complex operational data and produce actionable reports and policy recommendations.
  • Knowledge of FCC operations, including TRAC2ES, JPATS, GEOHealth Systems and NDMS systems.
  • Advanced knowledge of DoD interagency coordination, policy development, and action officer responsibilities.
  • Ability to coordinate and develop meeting minutes, action tracking, and partner engagement documentation.
  • Strong written and communication skills, and proficient in Microsoft Office Suite and collaboration tools.
