About the role

The Emergency Management Officer – Manager of the Office of Emergency Management is responsible for developing, implementing, administering, managing, coordinating, and maintaining Argonne's All-Hazards Emergency Management program. The role requires comprehensive analytical skills, leadership abilities, and a strong understanding of emergency management laws, regulations, and policies.

Responsibilities

  • Develop, implement, and manage Argonne's emergency management program
  • Coordinate emergency response efforts across various departments
  • Ensure compliance with federal, state, and local emergency management laws and regulations
  • Conduct hazard assessments and develop mitigation strategies
  • Manage emergency preparedness plans and exercises
  • Collaborate with other emergency management teams and stakeholders
  • Provide training and support to staff on emergency management procedures

Requirements

  • Leadership skills, including planning, organizational, and detail orientation
  • Excellent oral and written communication skills
  • Ability to work independently and follow through on tasks with minimal supervision
  • Knowledge of Microsoft Office Suite, including database, spreadsheet, and word processing applications
  • Experience in emergency management planning, preparedness, response, and readiness assurance activities
  • Understanding of hazardous material risks and consequence mitigation strategies
  • Bachelor’s degree in Emergency Management or related field
  • U.S. citizenship and ability to obtain and maintain a DOE Q Security Clearance
  • Master’s degree in Emergency Management, Environmental Science, Industrial Risk Management, or a related advanced degree preferred
  • Experience with qualitative and quantitative hazardous materials risk and consequence assessment techniques
  • Experience with security risk assessment and/or vulnerability assessment methodologies
  • Knowledge of integrated emergency management programs and practices from the perspective of federal, state, or local operations, including application to major nuclear facilities and/or hazardous material sites

Qualifications

  • Applied knowledge of emergency management laws, regulations, DOE Orders and associated guidance
  • Experience with EPCRA, NIMS ICS, and DBT policy
  • Experience with CHMM certification

Skills

  • Strong analytical and problem-solving skills
  • Effective communication and interpersonal skills
  • Ability to work independently and manage multiple priorities
  • Knowledge of hazardous materials and risk assessment
  • Experience with emergency management software and tools

Pay

The expected hiring range for this position is $135,458.00 - $211,313.70. The actual salary offered will be determined based on factors such as the scope and responsibilities of the position, the qualifications of the selected candidate, business considerations, internal equity, and external market pay for comparable jobs.
