Emergency Management Director

About the Role

The Director of Emergency Management develops, implements, and directs a comprehensive preparedness program for Allen County under the direction of the Allen County Board of Commissioners. This executive-level position oversees emergency and disaster events, ensuring compliance with all laws and ordinances while integrating crisis and consequence management functions.

Responsibilities

• Serves as the Allen County Emergency Management and Disaster Director.
• Organizes, administers, and operates the emergency management program for Allen County.
• Manages emergency and disaster events, ensuring legal compliance.
• Determines the County’s Emergency Management strategy and advises local officials on related issues.
• Maintains inventory of reportable chemicals used by local businesses and ensures compliance with Federal and State reporting guidelines.
• Monitors and implements Federal Homeland Security and Emergency Management programs and planning guidelines, including developing response plans for terrorist attacks.
• Coordinates emergency assistance following disasters.
• Expends appropriated funds, initiates contracts, and obtains/distributes equipment and materials.
• Facilitates public safety exercises, seminars, workshops, and instructional events.
• Serves on multiple committees, including the Emergency Management Advisory Council, Local Emergency Planning Committee, District 3 Planning Council, and the Indiana Department of Homeland Security.
• Provides leadership to coordinate efforts between agencies, jurisdictions, and organizations to ensure proper interface of preparedness plans.
• Drafts comprehensive plans and conducts program evaluations.
• Serves as the primary contact for terrorist threats and activities for the Indiana Department of Homeland Security and emergency preparedness in Allen County.
• Facilitates disaster preparedness, response, recovery, and mitigation activities to protect the county.
• Ensures readiness and operation of the Allen County Emergency Operations Center.
• Maintains liaison with Federal and State Intelligence and Law Enforcement agencies.
• Performs all other assigned duties.

Requirements

• Bachelor’s Degree in public safety, business administration, or a related field.
• Five years of supervisory experience in public safety, emergency management, or security management.
• Master’s Degree in management desired.
• Must obtain Professional Emergency Manager certification within two years of employment.
• Demonstrated leadership qualities.
• Eligibility to receive a United States security clearance.
• Valid Driver’s License to safely operate an emergency response vehicle.
• Proficiency in Microsoft Office and other job-related software.
• In-depth knowledge of Federal and State Homeland Security and Emergency Management programs, initiatives, and rules.
• Excellent written and verbal communication skills.
• Moderate travel required.

Working Conditions

• Primarily office-based with frequent movement, including sitting, lifting over 60 pounds, bending, pushing/pulling, reaching overhead, kneeling, crawling, and climbing ladders.
• Exposure to extreme temperatures, dangerous equipment, chemicals, noise, noxious odors/fumes, physical and emotional stress, field environments, and hazardous worksites.
• Ability to perform job functions in field environments for prolonged periods.
• Moderate travel within Indiana and the continental United States.
• On-call availability for emergency response.

Supervision

• Supervises two non-supervisory employees, including hiring, training, performance evaluation, and corrective discipline.

Licensing & Certifications

• Valid Driver’s License to operate an emergency response vehicle.
• Professional Emergency Manager certification (required within two years of employment).
• Special Deputy Commission with the Allen County Sheriff.
• Hazardous Materials Awareness (Operations or Technician Level desired).
• Eligibility for United States Security Clearance.

Schedule

8:00 am – 4:30 pm, with on-call availability for emergency response as needed.
