The successful candidate will provide comprehensive project management for the implementation and operation of the Command-and-Control Incident Management Emergency Response Application (C2IMERA). This crucial role ensures the installation can effectively utilize the C2IMERA platform to integrate a composite picture of wing and unit resources. You will be instrumental in supporting emergency planning, force employment, Emergency Management (EM), Command and Control (C2) monitoring, and C2 reporting during both simulated exercises and real-world natural disasters or incidents.
Responsibilities
- System Implementation & Optimization: Lead the integration, configuration, and continuous improvement of the C2IMERA system. Engineer custom operational pages to enhance situational awareness, configure specialized user roles, and identify and document system defects for developer (Leidos) resolution. Submit critical system improvement requests to ensure strict compliance with Department of the Air Force Instructions (DAFI).
- Emergency Management & Planning: Review, systematically update, and maintain thousands of steps within the Installation Emergency Management Plan (IEMP) 10-2 Checklists. Provide direct operational and technical support within the Emergency Operations Center (EOC) during major readiness exercises (e.g., HUREX, MARE) and real-world incidents, acting as the primary system subject matter expert.
- Training & Readiness Support: Develop and facilitate tailored hands-on C2IMERA training for Emergency Management personnel, Unit Control Center (UCC) representatives, and EOC members. Manage user account provisioning, deliver refresher instruction, and ensure all key personnel are proficient and equipped to execute mission-essential duties.
- Data Management & Reporting: Audit EM training records and reconcile dates with the Automated Readiness Information System (ARIS) to establish C2IMERA as the authoritative system of record. Extract exercise data to compile comprehensive deficiency reports for the Wing Inspection Team (WIT), and stage Tier 1 EM reports for leadership signature actions.
- Liaison & Policy Administration: Act as a key liaison between the government, C2IMERA Product Managers, developers, and base leadership (e.g., AFRL, 350th SWW). Draft and manage account policy letters, navigate DAFI 10-2501 requirements, and align operations with Federal Emergency Management Agency (FEMA) lifelines.
Qualifications
- Proven experience in project management, specifically with the implementation, administration, and operation of C2IMERA or comparable incident response/command-and-control software.
- In-depth understanding of military Emergency Management programs, Installation Emergency Management Plans (IEMP 10-2), and Department of the Air Force Instructions (specifically DAFI 10-2501).
