Kansas Department of Health and Environment (KDHE) is led by Secretary Janet Stanek, appointed by Gov. Kelly in December 2021. KDHE comprises three divisions—Public Health, Environment, and Health Care Finance (including the State’s Medicaid program, KanCare)—allowing a holistic approach to improving and protecting the health and well-being of all Kansans.
About the role
KDHE is seeking enthusiastic candidates for the Eligibility Operation Field Specialist position at the Emporia DCF Office in Emporia, Kansas. This role involves determining Medicaid eligibility for applicants, conducting community outreach, and providing direct assistance to community partners such as Area Agencies on Aging, county health departments, and Managed Care Organizations. The position requires frequent travel and some overnight stays.
Responsibilities
- Use active and reflective listening skills, a non-judgmental attitude, and understanding of human behavior—especially regarding poverty and other barriers—to establish positive working relationships with customers and community partners.
- Create an atmosphere where human dignity is preserved and accommodate special circumstances such as citizenship and language preference.
- Determine eligibility for all medical assistance programs (Family Medical and Elderly and Disabled) by analyzing, interpreting, and applying complex policies and regulations to the consumer’s situation.
- Investigate customer circumstances using available computer information systems and records provided by the customer or others.
- Process applications, educate the public on Medicaid (KanCare) services, and assist walk-in clients at community events and partner locations to ensure eligible individuals and families receive necessary healthcare coverage.
Requirements
- One year of experience in planning, implementing, monitoring, and determining eligibility in a Family Medical (FM) or Elderly and Disabled (E&D) unit or other related Medicaid eligibility/customer service experience.
- Valid Driver's License—incumbent must maintain a valid driver's license when operating a state vehicle, private vehicle, or rental vehicle for state business.
- High School diploma or GED.
- Verification of identity and employment eligibility to work in the United States as required by federal law (E-Verify participation). KDHE does not provide sponsorship for this position.
- Kansas Tax Clearance Certificate—required as a condition of employment for all state employees.
Preferred Qualifications
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Access).
- Strong proofreading, editing, and attention to detail.
- Excellent customer service skills.
- Analytical skills and ability to apply policy.
- Working knowledge of Family Medical and Elderly and Disabled Medicaid eligibility processes.

Pay
Hourly Pay Range: $21.34 - $23.54. Salary varies depending on education, experience, or qualifications.
Schedule
Full-time, regular position. Work schedule: Monday-Friday, 8:00 AM - 5:00 PM (flexible schedules available).
