This is a Direct Hire Authority (DHA) solicitation for a permanent position in the competitive service with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division (LRD), Pittsburgh District, located in Neville Island, PA.

Responsibilities

  • Serve as an Electronics Technician reviewing, inspecting, testing, maintaining, repairing, modifying, replacing, and installing Operation Technology (OT) and industrial control systems for 22 navigational lock and dam sites on the Ohio, Monongahela, and Allegheny Rivers, as well as Flood Risk Management projects across the district.
  • Support project personnel with diagnosis, maintenance, repair, testing, and installation of electronic, electrical, and electro-mechanical systems and equipment.
  • Operate, maintain, troubleshoot, repair, install, and program electrical control systems, including PLCs, HMIs, and other related components.
  • Act as a Point of Contact (POC) for in-house and contractor-installed control system upgrades at project sites.
  • Perform routine, periodic, and emergency work on industrial control systems and electrical equipment at project sites.
  • Maintain oversight of critical components inventory and recommend replacement priorities.
  • Ensure control systems are cyber-compliant and physically protected according to guidance.
  • Develop Statements of Work (SOW), plans, specifications, and drawings; create and revise drawings to reflect accurate wiring, system devices, and components in the field.
  • Occasional travel (up to 50% of the time) may be required.

Requirements

  • One year of specialized experience equivalent to the GS-11 level, including:
    • Knowledge of electronic/electrical theories and converting theoretical ideas into practical applications.
    • Experience with Programmable Logic Controllers (PLC), Human Machine Interfaces (HMI), Input/Output (I/O) devices, electrical control circuitry (relay logic), and other electrical control systems related to drives, power, lighting, and security.
    • Knowledge of electronic and electrical systems and devices related to industrial, hydraulic, optical, and mechanical systems.
  • No substitution of education for experience is permitted for this position.
  • Must be a U.S. citizen.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Must maintain a valid State motor vehicle operator’s license.
  • A pre-employment physical is required due to the physical demands of the position.
  • Must pass a suitability or fitness determination, including a background investigation.
  • Direct Deposit of Pay is required.
  • One-year trial/probationary period may be required.
  • Appointment may be subject to local travel of up to 50% of the time.

Recruitment, relocation, advance in hire, advanced leave accrual, or student loan repayment incentives may be considered upon request and based on agency policy. A service agreement will be required. Permanent Change of Station (PCS) costs are not authorized.
