Electrical Engineer, Journeyman (Engineering, Analyst)

This position supports Naval Aviation acquisition programs, focusing on cyber resiliency engineering, vulnerability research, software and hardware penetration testing, reverse engineering, and System Security Engineering (SSE) for Naval Aviation acquisition programs. Based onsite at the Naval Air Warfare Center, Aircraft Division in Patuxent River, Maryland.

Responsibilities

• Applies engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate military weapons systems.
• Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation.
• Applies systems engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management.
• Analyzes, designs, develops, implements, tests, or evaluates software, components, or systems related to engineering or functional requirements of military weapons systems, associated support systems, or management information systems.
• Participates in identification of weapon system critical program information (CPI) and determination of consequence of compromise.
• Conducts critical analysis and modeling on proposed architectures and documents protective architectures.
• Develops and advocates contractual requirements in support of developmental programs.
• Facilitates evaluation of weapons system architectures for compliance to protection standards.
• Coordinates with program, service, Joint, and Department of Defense agencies to ensure system horizontal protection requirements are met.
• Assists the Navy Verification & Validation (V&V) team with assessment of system designs and solutions.
• Supports program risk management, mitigation, and reporting.
• Communicates across technical teams to share information, address issues, and accelerate pace of new development.
• Serves as a Technical Review Board (TRB) member for systems technical events providing SSE expertise.
• Travel 10 - 15% to other sites, as needed.

Requirements

• At least three (3) or more years of recent and relevant experience in systems engineering, including Systems Security Engineering.
• Experience in developing Program Protection Plans and associated artifacts.
• Experience developing and understanding aircraft network architectures.
• Programmatic or technical knowledge identifying, formulating, designing, and/or testing practical solutions to engineering problems, as well as guiding the engineering development of modern complex systems.
• Required experience with application of systems engineering methods and tools in the development of weapon systems.
• Knowledge and direct experience in systems engineering, SSE, and cyber security related to weapon systems and platforms.
• Knowledge and understanding of systems engineering processes and applications.
• Knowledge and experience in DoD systems acquisition life cycle.
• Experience with XMA-ADT, CyberSafe, Program Protection Plans, and Risk Management Framework Authority to Operate (ATO) work products.
• Experience with Anti-Tamper (AT) process and products.
• Knowledge of NAVAIR acquisition timeline and practices in Systems Engineering (SE).
• Knowledge of NAVAIR Aircraft Network Architecture Development.
• Knowledge of Anti-Tamper (AT) and Critical Program Information Identification.
• Knowledge of Navy Program Protection Planning Criticality Analysis and Cyber Security Strategy development processes and guidance.

Qualifications

• BA/BS degree from an accredited college or university in Aerospace, Electrical, Electronic, Mechanical, Software, Network, Cyber Security, Systems Engineering, or related derivative degrees.
• Master’s degree in a related scientific or technical discipline may be considered in lieu of 2 years of experience.
• An Associate’s Degree with 4 years of additional work experience (7 years total) OR HS Diploma/Equivalent with 6 years of additional work experience (9 years total) may be substituted for a Bachelor's degree.
• US Citizenship required.
• Current Top-Secret clearance with the ability to obtain/maintain a Top-Secret/SCI clearance.

Desired Qualifications

• Knowledge of model-based systems engineering & digital engineering transformations.
• Recent and direct experience in Anti-Tamper (AT) systems engineering is highly desired.
• Recent and direct experience with DoD acquisitions is highly desired.

Pay

For this position, the projected compensation range is $70,000 - $104,000 per year. Final salary is determined based on individual qualifications, education, experience, and contractual limitations.

Schedule

• Eligible for Compressed Work Schedule (CWS).
