Serves as an electrical engineering specialist responsible for the design of electrical systems, equipment, and features of large civil works construction projects such as multi-purpose dams, river navigation structures, pump stations, and related projects.
Responsibilities
- GS-07/09:
- Analyzes and evaluates phases, subjects, issues, conditions, and/or problems related to the assignment.
- Prepares, provides, and evaluates conventional plans, designs, design specifications, and related documentation.
- Conducts technical analyses and field and/or laboratory work to achieve desired products or services.
- Assists engineers and technicians in preparing detailed design drawings, technical specifications, and design computations.
- GS-11:
- Prepares electrical engineering preliminary and final design, design studies, assessments, contract drawings, analysis, design documentation reports, design calculations, technical specification provisions, and labor and material estimates.
- Coordinates the design of electrical equipment with features designed by others to ensure conformity with related design plans.
- Checks designs for proper interpretation and application of criteria to ensure accuracy and soundness of conclusions and assumptions.
- Reviews electrical portions of contractors'/manufacturers' shop drawings to evaluate adequacy and practicability of the equipment or system design in conformance with contract requirements.
- GS-12:
- Prepares electrical engineering preliminary and final design, design studies, assessments, contract drawings, analysis, design documentation reports, design calculations, technical specification provisions, and labor and material estimates.
- Reviews electrical engineering designs prepared by others, including architect-engineer firms or other Districts/Centers, for similar systems and facilities.
- Visits projects to render advice, discuss methods, and outline instructions to meet the intent of design and performance.
Requirements
Basic Requirement for Electrical Engineer: (Must provide transcripts)
- Degree: Engineering. The program must:
- Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
- Statics, dynamics;
- Strength of materials (stress-strain relationships);
- Fluid mechanics, hydraulics;
- Thermodynamics;
- Electrical fields and circuits;
- Nature and properties of materials (relating particle and aggregate structure to properties); and
- Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
- A thorough knowledge of the physical and mathematical sciences underlying engineering, and
- A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
- Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE)).
- Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or equivalent.
- Specified academic courses: Successful completion of at least 60 semester hours in the physical, mathematical, and engineering sciences.
- Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience.
Qualifications
- GS-07:
- Specialized Experience: One year of specialized experience including:
- Applying standard engineering methods and techniques to perform routine tasks;
- Conducting technical analyses and laboratory work to achieve desired products or services;
- Coordinating with other professionals (scientists, contractors, etc.) to plan work efforts or resolve operating problems.
- OR Education: One full year of graduate-level education in a relevant field.
- OR Superior Academic Achievement: Gained in a qualifying curriculum, such as:
- Class standing in the upper third of the graduating class;
- Grade-point average of 3.0 or higher (overall or in the major field);
- Membership in a national scholastic honor society listed by the Association of College Honor Societies.
- OR Combination of Education and Experience: A combination that meets 100% of the requirements.
- Specialized Experience: One year of specialized experience including:
- GS-09:
- Specialized Experience: One year of specialized experience including:
- Analyzing and evaluating various phases or issues related to engineering assignments;
- Planning and executing assignments according to accepted policies and practices;
- Preparing and evaluating conventional plans, designs, and specifications.
- OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education.
- OR Combination of Education and Experience: A combination that meets 100% of the requirements.
- Specialized Experience: One year of specialized experience including:
- GS-11:
- Specialized Experience: One year of specialized experience including:
- Designing electrical systems (power distribution, controls, lighting, etc.) for civil works projects;
- Analyzing and designing electrical systems through education and design experience;
- Coordinating projects and reviewing drawings with officials, managers, contractors, and architect-engineer firms.
- OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education.
- OR Combination of Education and Experience: A combination that meets 100% of the requirements.
- Specialized Experience: One year of specialized experience including:
- GS-12:
- Specialized Experience: One year of specialized experience including:
- Acting as a technical lead in designing and reviewing electrical systems for major civil works projects;
- Developing and producing complex drawings, calculations, and specifications using relevant software tools;
- Influencing or persuading other engineers and contractors to adopt technical points and resolve disagreements on complex project elements;
- Coordinating all work in appropriate engineering fields and proposing additional work based on the needs of the District.
