About the Role
Serves as the Senior Electrical Engineer Subject Matter Expert (SME) on Project Delivery Teams (PDT) for the preparation of preliminary and final design studies, assessments, contract drawings, analysis, design documentation reports, design calculations, technical specification provisions, and labor and material estimates for large and complex electrical engineering projects and equipment.
Responsibilities
- Coordinates the design of electrical equipment with features designed by others to ensure the equipment conforms to related design plans.
- Provides technical subject matter expertise in developing electrical systems for state-of-the-art engineering applications, troubleshooting, maintenance, and construction techniques, often highly specialized and unique to the civil works mission.
- Reviews electrical engineering designs prepared by others, including architect-engineer firms or other Districts/Centers, for similar systems and facilities.
- Checks designs for proper interpretation and application of criteria to ensure accuracy and sound conclusions and assumptions.
- Reviews electrical portions of contractors'/manufacturers' shop drawings to evaluate adequacy and practicability of equipment or system design in conformance with contract requirements.
- Makes field trips to construction or manufacturing sites to perform inspections and testing to determine contract compliance and quality.
- Visits projects to render advice, discuss methods, and outline instructions to meet the intent of design and performance.
- Provides senior-level electrical engineering expertise and mentoring on District PDTs and Review Teams, including levee and dam safety inspections.
Requirements
Basic Requirement for Electrical Engineer: (Must provide transcripts)
- Degree: Engineering. The program must:
- Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
- Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
- Statics, dynamics;
- Strength of materials (stress-strain relationships);
- Fluid mechanics, hydraulics;
- Thermodynamics;
- Electrical fields and circuits;
- Nature and properties of materials (relating particle and aggregate structure to properties); and
- Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
- A thorough knowledge of the physical and mathematical sciences underlying engineering, and
- A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
- Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE));
- Successful completion of the Fundamentals of Engineering (FE) examination or equivalent;
- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses specified in the basic requirements;
- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience.
To qualify at the GS-13 grade level, you must have:
- One year of specialized experience, including:
- Serving on Project Delivery Teams (PDT) for the preparation of design studies, assessments, contract drawings, analysis, and technical specifications for large and complex electrical engineering projects;
- Reviewing shop drawings, performing inspections and testing, and providing senior-level electrical engineering expertise during design and construction phases of navigation projects;
- Providing senior-level electrical engineering expertise and mentoring on District PDTs and Review Teams, including levee and dam safety inspections.
This position requires a Professional Engineering (PE) License.

Conditions of Employment
- One-year probationary period may be required.
