About the role

Serve as an electrical engineering professional consultant in the field of energy management, focusing on automated techniques to monitor and control electrical, mechanical, and pneumatic equipment.

Responsibilities

• Review all proposed construction and maintenance projects for Energy Savings Performance Contract (ESPC) and Utility Energy Savings Contract (UESC) application possibilities and recommend ESPC/UESC expansion as appropriate.
• Conduct or direct fact-finding surveys of high-energy use systems and equipment to compile data on efficiency levels.
• Make site visits to assist with problems encountered during construction.
• Analyze equipment and systems to coordinate and schedule operation for optimal efficiency.
• Participate in project and design reviews with regional District, Corps of Engineers, and Architect-Engineer (A/E) firms under contract.
• Prepare specifications, reports, drawings, correspondence, cost estimates, schedules, computer programs, and other supporting documents necessary for design or redesign to accomplish projected system control and operation.
• Conduct studies to develop segments of technical systems and applications programs for new and improved equipment and implementation of advanced technology in all phases of the energy management program.
• Determine new and upgrade requirements for HVAC, boilers, lighting, motors, refrigeration, distribution systems, water systems, and other energy users.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must obtain and maintain a Secret clearance.
• Required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
• Appointment is subject to a one-year probationary period unless previously met under 5 CFR Part 315.
• U.S. citizenship is required.

Qualifications

To qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

Basic Requirement for Electrical Engineer:

• Degree: Bachelor’s degree (or higher) in engineering. The program must:
  • Lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
    • Statics, dynamics;
    • Strength of materials (stress-strain relationships);
    • Fluid mechanics, hydraulics;
    • Thermodynamics;
    • Electrical fields and circuits;
    • Nature and properties of materials (relating particle and aggregate structure to properties);
    • Any comparable area of fundamental engineering science or physics (e.g., optics, heat transfer, soil mechanics, or electronics).
• Combination of Education and Experience: College-level education, training, and/or technical experience that provided:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering; and
  • A good understanding of engineering sciences and techniques and their applications to one of the branches of engineering.
  The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure (e.g., Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE));
  • Successful completion of the Fundamentals of Engineering (FE) examination or other written test required for professional registration;
  • Successful completion of at least 60 semester hours of courses in physical, mathematical, and engineering sciences, including those specified above;
  • Successful completion of a related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience under supervision.

Specialized Experience for GS-12:

One year of specialized experience equivalent to the GS-11 level, including:

• Providing electrical engineering support in planning and design for infrastructure, facility renovation, repair, and new construction projects;
• Consulting with energy companies on the cost, availability, and adequacy of existing electrical service;
• Inspecting electrical equipment to determine physical condition and operating efficiency, recommending corrective actions for identified deficiencies;
• Coordinating with contractors to manage energy and utility contracts, ensuring compliance with regulations and policies.

For the GS-12 level, qualification must be met using experience alone—no substitution of education for experience is permitted.

Foreign Education:
