Election Program Manager II

About the Role
An Election Program Manager II is a managerial-level specialized position responsible for directing programs unique to a local election office. This role involves directing, maintaining, and troubleshooting election programs in conjunction with the Director, Deputy Director, State Board of Elections staff, local government staff, vendors, and contractors to resolve program issues. The position includes supervisory or managerial responsibility for other employees in Skilled or Professional Services. Employees receive managerial or executive supervision from an Election Director or Deputy Director and may be required to work evenings, weekends, holidays, and travel to polling sites during an election cycle.
Responsibilities
- Directs and coordinates all activities of a local Board of Election program or programs, such as absentee voting, voter registration, voting systems, election judge hiring, and training.
- Establishes overall policies and procedures for the program(s), oversees implementation, and approves revisions.
- Establishes and evaluates program goals, standards, and controls to meet program objectives.
- Manages the personnel and financial resources of the program(s).
- Develops and submits budget requirements for the program(s) each fiscal year.
- Develops short and long-range plans for program operations and resources.
- Determines organizational structure and staffing needs of the program(s).
- Manages development and training of program staff.
- Plans, coordinates, supervises, and evaluates the work of lower-level Election Program Supervisors.
- Represents the department in a liaison capacity with managers and officials of other agencies concerning program activities, including the State Board of Elections and local Election Boards.
- May promote the program through contacts with elected officials, State Board of Elections staff, election judges, and the general public.
- Performs other related duties.
Requirements
- Graduation from an accredited high school or possession of a high school equivalency certificate.
- Four years of experience applying election laws, rules, and procedures in a local election office.
Notes:
- Candidates may substitute one year of specialized clerical, data processing, technical, or administrative experience for each six months of the required experience applying election laws, rules, and procedures in a local election office. Specialized experience is defined as work in an office requiring reviewing, verifying, and interpreting information to make determinations and resolve work problems in accordance with policies, regulations, guidelines, and procedures.
- Candidates may substitute two years of general clerical, data processing, technical, or administrative experience for each six months of the required experience applying election laws, rules, and procedures in a local election office. General experience is defined as work performing a variety of duties typically found in office settings, such as filing, copying, inputting data, general computer skills, and directing telephone calls.
- Candidates may substitute thirty credit hours from an accredited college or university for the required experience.
Qualifications
Preference will be given to applicants who possess the following qualifications:
- Experience with accounts payable/receivable.
- Experience with procurement.
- Experience with creating and managing a budget.
- Experience with payroll.
- Experience with fiscal analysis.
Special Requirements
- Must be a registered voter in the State of Maryland in accordance with Election Law Article, Section 2-207(d), Annotated Code of Maryland.
- May not hold any public office or party office, be a candidate for public or party office, or take an active part in political management or political campaigns in accordance with Election Law Article, Section 2-301(b).
- Employees assigned duties requiring the operation of a motor vehicle must possess a valid motor vehicle operator’s license in the State of Maryland.
