EHS Superintendent

About the Role

Plan, manage, coordinate, and administer all plant safety, health, and environmental programs, projects, and activities, including loss prevention. Serve as the plant representative interfacing with local and federal governmental agencies on EHS and law enforcement matters.

Responsibilities

• Safety:
  • Develop, implement, and evaluate safety policies and procedures.
  • Coordinate activities of the safety committee, conduct safety inspections, and provide technical guidance to ensure compliance with federal, state, and local regulations.
  • Maintain current OSHA logs and accident records.
  • Provide recommendations and solutions to remediate unsafe work practices and conditions.
  • Conduct accident investigations, compile findings, and summarize information to determine causes and prevent future accidents.
  • Provide annual safety performance evaluations of department supervisors.
  • Post monthly safety statistics in each department.
  • Adhere to a 3-day timeline for submitting Injury/Incident reports to Houston.
  • Conduct daily walk-throughs of the plant to monitor safe practices such as housekeeping, ladder safety, and PPE use.
  • Perform monthly inspections of equipment like ladders for safety compliance and segregate broken/tagged-out ladders.
  • Update and submit the OSHA Incident Summary Report to Houston by the 3rd of every month.
  • Attend departmental safety meetings and update plant policies with the EHS Manual as updates are issued.
  • Perform annual fit testing of employees using quantitative fit testing equipment.
  • Write Confined Space Entry Permits, Line Breaking Permits, and Hot Work Permits in accordance with company policy.
  • Monitor confined spaces after permit posting on a 2-hour or less rotating basis to ensure compliance with permit requirements.
  • Follow up on work orders compiled from Safety Committee meetings and ensure the committee is trained according to the Labor Contract.
• Health:
  • Coordinate medical programs and protocols with the corporate director, including medical monitoring, DOT drug compliance testing, and random/mandatory drug testing programs.
  • Ensure adequate medical services for first aid and coordinate emergency medical services.
  • Coordinate medical treatment and work duties for injured employees.
  • Manage worker’s compensation records, insurance, state agency notifications, billings, and regulatory notifications.
  • Escort and transport injured personnel to medical facilities or contact emergency services as needed.
  • Assist with housekeeping to prevent accumulations of carbon black that could contribute to fugitive emissions.
  • Review and compile fugitive emission inspection reports to ensure compliance and follow up on inspections.
• Environmental Compliance:
  • Monitor and achieve compliance for regulatory permits and statutes, including Annual and Semi-Annual Certifications for state and federal agencies.
  • Gather information for permit applications and coordinate with agencies for compliance.
  • Coordinate annual regulatory reporting such as Emission Inventories, Emergency Planning and Community Right to Know (Tier II), and Toxic Release Inventory.
  • Maintain and perform environmental monitoring with testing equipment for plant compliance.
  • Maintain state certification as a Visual Emission Evaluator and coordinate local environmental inspections.
  • Submit MACT Compliance reports within 30 days of Semi-Annual and Annual Certification Reports.
  • Conduct daily visual emissions monitoring of stacks, bag houses, etc., for leaks or visible emissions.
  • Review daily housekeeping inspection reports and follow up to ensure areas are cleaned as noted.
  • Attend Local Emergency Planning Committee (LEPC) meetings.
  • Coordinate EHS compliance with headquarters in a timely manner.
  • Conduct daily walk-throughs to identify spillage or material leaks and institute immediate cleanup.
  • Update monthly EHS data such as % sulfur oil and % carbon black sulfur results for emissions calculations per the Title V Permit.
• Training:
  • Plan, direct, control, monitor, and conduct formal and informal health-safety training programs for employees and community members.
  • Assist departmental supervisors with safety training and orient new employees and contractors to plant safety policies.
  • Ensure training compliance as required by state and federal regulations.
  • Direct the activities of the EHS Coordinator, including attendance at safety meetings and conducting training.
  • Compile centralized training records for ISO and OSHA compliance.
  • Complete tests for visitors, contractors, and new hires and maintain records.
  • Direct the computerized training program for all plant personnel on the EHS training matrix.
• Industrial Hygiene:
  • Evaluate and identify workplace hazards that may cause damage to worker health due to exposure.
  • Provide recommendations on administrative actions, engineering controls, and PPE selection.
  • Monitor, test, and evaluate hazardous atmospheres, environmental conditions, and workplace conditions.
  • Use and interpret study data, instrumentation, and monitoring results related to employee health effects.
  • Maintain MSDS inventories and ensure employee safety regarding products purchased from suppliers.
  • Ensure proper labeling of products used and shipped in the plant per regulations.
  • Use, maintain, and calibrate all industrial hygiene equipment and PPE in operational condition.
• Fire Prevention and Control:
  • Coordinate loss control inspections for insurance.
  • Prepare for and document Plant Safety Audits (PSA) by the insurance broker.
  • Assist the Insurance Loss Control Auditor during plant walk-throughs.
• Risk Communications / Public Relations:
  • Conduct complaint investigations and negotiations with the public and area residents regarding environmental allegations.
  • Address concerns and complaints directed toward the plant.
• Purchasing:
  • Evaluate and request the purchase of necessary safety, health, and environmental equipment and PPE.
  • Submit and adhere to the A.O.P. Budget for the EHS Department.
  • Follow corporate guidelines for purchasing PPE styles and approved types, coordinating with Houston Purchasing for best pricing.
  • Establish and control the boot and safety glass purchase programs for employees.
• Plant Security:
  • Plan, implement, monitor, and control programs to prevent loss or damage to company property from unauthorized entry.

Requirements

• Education:
  • Preferred: Master of Science in Industrial Hygiene and/or Environmental Management.
  • Required: B.S. in Engineering, Industrial Hygiene, Safety, or an Environmental-related field.
• Five (5) years minimum experience in a manufacturing or industrial environment with EHS responsibilities.
• Excellent communication skills, including public speaking, effective interpersonal skills, and technical writing.
• Proficient in Microsoft Word, Excel, Access, and PowerPoint.
• Competency in technical areas of OSHA, EPA, State & Local regulations, State Worker’s Compensation rules, and medical terminology and practices.
• Must be available to travel to other plant locations when necessary.
• Must have a valid driver’s license.
