Pay

EDP Systems and Programming Analyst I: $100,518.08 - $121,012.32 Annually; plus bilingual and uniform allowance when applicable.

EDP Systems and Programming Analyst I - Restricted: $104,551.20 - $125,860.80 Annually; plus bilingual and uniform allowance when applicable. Restricted positions are regularly privy to the decisions or recommendations of County management affecting employer-employee relations.

About the Role

The current vacancies are in the Public Defender’s Office and the Probation Department. We are establishing an employment list to fill current and future Electronic Data Processing (EDP) Systems and Programming Analyst I/II vacancies in multiple departments and locations within the County of Santa Barbara. This job classification is utilized by 12 different departments.

Under close supervision, the EDP Systems and Programming Analyst I/II designs or modifies, and monitors computer application systems; assists system users with the resolution of computer application problems; writes reports and manages automated jobs; updates information on servers; and performs related duties as required.

Distinguishing Characteristics

EDP Systems and Programming Analyst I/II is a flexibly staffed class series. Positions perform applications analysis work, including programming, testing, maintenance, and implementation. This series focuses on the technical design, writing, and testing of complex computer programs, differing from the Departmental Data Processing Specialist series.

  • Incumbents may specialize in applications such as criminal records, medical billing, inventory, financial, or personnel systems.
  • Employees may be hired at either the I or II level. The I level is entry-level, requiring close supervision while acquiring technical knowledge. The II level involves working from general instructions and assisting with difficult technical problems.
  • Employees are expected to gain the knowledge and ability to perform at the II level within two years.

The Ideal Candidate

The ideal candidate possesses some, but not all, of the following:

  • Experience supporting Microsoft SQL database management systems for a department.
  • Knowledge of dashboard and Microsoft Power BI data analysis tools.
  • Knowledge of Tableau tools and dashboard creation experience.
  • Strong understanding of data collection and analysis methods.
  • Experience modifying stored procedures, maintenance plans, and developing SQL queries.
  • Ability to work across platforms such as databases, cloud applications, and system integrations.
  • Experience writing software in C#, Java, Apache Groovy, and Visual Basic.
  • Experience in service ticket management.
  • Experience in both verbal and written customer service communication.
  • Experience with Electronic Health Record (EHR) or Case Management system administration.
  • Ability to work independently and as part of a team, making positive contributions.
  • Ability to validate and interpret data, delivering results and substantiating trends or forecasts.
  • Ability to communicate technical information to stakeholders, vendors, and end users with varying technical understanding.
  • Strong verbal and written communication skills.
  • Ability to manage multiple situations simultaneously.
  • Ability to prepare clear and concise reports and maintain organized records.
  • Ability to identify areas for process improvement and implement automation solutions.
  • Strong critical thinking and problem-solving skills.
  • Knowledge and experience in resolving technical issues and troubleshooting.

Responsibilities

  • Designs and participates in the development, testing, and implementation of computer application systems; consults with users on feasibility and proposes solutions.
  • Monitors and corrects problems with production runs; develops and implements solutions.
  • Writes technical specifications, user operating procedures, and confers with staff and vendors regarding system changes.
  • Modifies, enhances, or adds modules to existing applications; adapts purchased software to departmental requirements.
  • Designs procedures for testing new and revised software; conducts tests to evaluate conformance to specifications.
  • Conducts formal and on-the-job training for system users.

Requirements

Completion of 24 quarter/18 semester units of college-level courses in systems analysis, systems design, computer program design, programming, and information system technology, and two years of experience writing business application programs; or a combination of training, education, and experience that provides the required knowledge and abilities.

Qualifications

Desirable Qualifications

  • Knowledge of basic principles of electronic records management, bookkeeping, and budgeting.

Additional Requirements

  • Possession of a valid California Class C Driver's License may be required.
  • Incumbents must be willing to travel to project sites.
  • Incumbents in the Probation Department are required to wear a uniform.

Selection Process

  • Review of applications and supplemental questionnaires to determine candidates meeting employment standards.
  • Supplemental Questionnaire Ranking: Responses auto-scored; candidates must score at least 70% to be placed on the employment list.
  • Employment list duration: minimum of three months.

Background Check (Child Support Services Department)

  • Access to federal tax information (FTI) requires compliance with IRS Publication 1075, including criminal history background investigations every 5 years, arrest notification, and citizenship verification through E-Verify.

Background Process (Sheriff's Office and Probation Department)

  • Personal History Questionnaire (PHQ) completion.
  • Polygraph Examination to verify accuracy of disclosed information.
  • Background Investigation including arrest records, personal, military, credit, and employment history.
  • Live Scan: Electronic fingerprint scanning certified by the State Department of Justice.
  • Conditional Job Offer contingent on successful completion of the background process.
