Early Development Specialist
About the role
Positions in this job family provide early intervention for Oklahoma children ages birth to five-years-old who are deaf and/or hard of hearing. Incumbents assist families of the children; and maintain contacts and provide home visits working toward outcomes in accordance with the Individualized Family Service Plan (IFSP) under Part C of the Individuals with Disabilities Education Act (IDEA) and the Family Language Plan (FLP) under the Family Engagement and Early Language Supports (FEELS) Program at the Oklahoma School for the Deaf.
Responsibilities
- Plans and implements home visits and other interactions designed to address IFSP outcomes for children and families within their natural routines.
- Utilize video conferencing to provide services per program guidelines, as needed.
- Engages families and children in ongoing assessment and evaluation to appropriately address the next steps.
- Participates as a member of a team during evaluation/assessment.
- Ensures early intervention services and documentation in compliance with state and federal laws and mandates.
- Organizes and/or leads family engagement events and educational opportunities for families and children.
- Collaborates within community programs and resources to support families and children.
- Works in partnership with the Oklahoma School for the Deaf’s (OSD) Early Childhood Education Centers teachers on goals for children jointly enrolled in Early Childhood Education and Care (ECEC) and Family Engagement and Early Language Supports FEELS.
- Plans and implements training and mentoring for parent advisors, community partners and educational partners on core competencies related to working with children who are deaf and/or hard of hearing.
- Organizes and leads parent infant/toddler classes at OSD’s Early Childhood Education Centers or other locations determined by the department.
- Establishes Individualized Family Service Plans (IFSPs) and attends Individualized Education Plan (IEPs) meetings as requested, and oversees transition from the Individuals with Disabilities Education Act (IDEA) Part C to Part B.
- Attends workshops, conferences, presentations and other training opportunities as required by the program.
Qualifications
- Education and Experience: Master’s Degree with area of concentration in Deaf Education, Early Intervention/Early Childhood, or Speech Language Pathology or similar field; or Bachelor’s Degree in Deaf Education or in a related field and 2 years of experience in providing home-based intervention to children who are deaf and hard of hearing. Current certification in deaf education is required.
- Knowledge, Skills and Abilities: Knowledge of the Individualized Family Service Plan (IFSP) and Family Language Plan (FLP) under the Family Engagement and Early Language Supports (FEELS) Program at the Oklahoma School for the Deaf; of assessment and evaluation of the child and family to create and implement effective treatment, care plans, and next steps; and of appropriate early intervention services. Skills required are to confidentiality listen to, teach, and effectively communicate with families to assist children, to utilize videoconferencing; and to provide accurate and timely documentation. Abilities required are to provide home-based intervention to children who are deaf and/or hard of hearing; and to organize and lead classes for families.
- Preferred Qualifications: American Sign Language Skills.

Annual Salary Range: Master’s Degree Annual Salary Range: $43,079.00 (2 years’ experience) up to $59,191.00 (25 years’ experience) Bachelor’s Degree Annual Salary Range: $41,689.00 (2 years’ experience) up to $57,269.00 (25 years’ experience)
