About the role

The DVHA Program Consultant provides technical, analytical, and consulting work involving the planning, development, implementation, testing, and continuing assessment of one or more publicly funded health insurance programs and related systems. This includes consultation, coordination, and oversight of program, system, quality assurance, testing, and process improvement activities to support effective, compliant, and efficient program operations.

The position assists leadership in coordinating programs, projects, resources, and activities involving multiple stakeholders and competing priorities. Responsibilities include evaluating program and system requirements, operations, risks, quality, and performance; identifying opportunities for improvement; and providing recommendations to support organizational and program objectives. The role may also involve leadership, supervision, mentoring, and coordination of staff, project teams, contractors, vendors, and other resources.

Work requires consideration of applicable State and federal requirements, assessing complex information, communicating findings, monitoring progress and performance, and supporting informed decisions regarding quality, risk, and program effectiveness. The position operates under the general direction of the Unit Director or a Unit supervisor and involves extensive interaction with other unit directors, Agency of Human Services staff, program managers, technical staff, contractors, vendors, federal officials, and other internal and external stakeholders.

Responsibilities

  • Communicate clearly with diverse audiences and exercise sound judgment in addressing complex program, system, and quality issues.
  • Manage multiple priorities and maintain effective working relationships with internal and external stakeholders.

Requirements

  • Two (2) years or more of experience in a healthcare or health insurance field with experience in accounting, auditing, federal grants management, business administration, or public or health administration.
  • Ability to manage multiple priorities and establish effective working relationships.
  • Strong communication skills for diverse audiences and sound judgment in addressing complex issues.
  • Availability of private transportation for field visits.
  • Willingness to work evenings or weekends and travel out-of-state as required.

Preferred Qualifications

  • Bachelor’s degree and one (1) year or more of experience in a healthcare or health insurance field.
  • Experience in accounting, auditing, federal grants management, business administration, or public or health administration.

Environmental Factors
