DSHS ESA CSO Operations Analyst

About the role

The Department of Social and Health Services (DSHS), Community Services Division (CSD) is seeking a CSO Operations Analyst (Management Analyst 3) to work at the Colville CSO office. In this role, you’ll conduct research, analysis, evaluation, and provide recommendations for developing and implementing systems and processes that support the operation of the Tri-County Community Services Offices. You’ll offer CSO management recommended courses of action on multidimensional problems, including budget, staffing, facilities, equipment, vehicles, procurement, service delivery, safety protocols, and community outreach. This position works under the direction of the Community Service Office Administrator and provides journey-level analyses to management, staff, and customers.

Responsibilities

  • Create detailed project plans, identifying tasks, owners, dependencies, stakeholders, and timelines with internal staff and community partners.
  • Work with committee leads to plan meeting agendas, task lists, and other committee documents, including status reports.
  • Identify and explore additional outreach activities by gathering, compiling, and analyzing relevant data, including poverty, homelessness, and workforce development data.
  • Coordinate cross-committee activity, tasks, and deliverables.
  • Provide technical assistance related to CSD programs to communities and stakeholders on assigned projects.
  • Lead small to medium-sized projects impacting multiple programs/departments by coordinating with other divisions, management, staff, community partners, and stakeholders.
  • Assist management in identifying and planning business process changes for short and long-term strategic goals.
  • Coordinate and oversee multiple aspects of day-to-day facility use.
  • Serve as a direct liaison with the landlord, vendors, contractors, Regional Business Center, co-located divisions and agencies, and others regarding maintenance of facilities, grounds, and parking lot.
  • Develop and deliver business processes and procedures training to ensure staff complies with operational requirements such as mandatory Fire extinguishers, Basic Electrical, Narcan, Incident Reporting, and OSHA Training.

Requirements

  • Ability to apply principles of change management.
  • Reasoning and complex problem-solving skills.
  • Experience with LEAN principles and tools.
  • Effective oral and written communication that professionally represents the local office and division.
  • Utilize data, technology, and research to assess service delivery gaps.
  • Work effectively with program and operational stakeholders.
  • Perform under pressure, manage multiple tasks/projects efficiently, and apply time management skills while being highly organized and detail-oriented.

Qualifications

Professionals with a bachelor's degree in business administration, public administration, law, public health, health administration, or a related field and three years of experience conducting research and analyzing policies, laws, and rules. Experience may substitute year-for-year for the required education.

Prior to hire, a background check including criminal record history may be conducted. Employees driving on state business must have a valid driver's license, and those driving a privately owned vehicle must have liability insurance.
