Qualifications

Education and Experience: Equivalent to graduation from a standard high school.

Necessary Special Qualifications:

  • Complete a background clearance application, including releasing all records involving any criminal history and completing a fingerprint-based and name-based criminal history records check.
  • Never have been convicted or found not guilty by reason of insanity in a civilian or military jurisdiction of any Permanent disqualifying criminal offense listed in section 1572.103(a) of the Code of Federal Regulations (CFR) – Title 49.
  • Never have been convicted or found not guilty by reason of insanity in a civilian or military jurisdiction within the 7 years preceding the date of application of any Interim disqualifying criminal offense listed in section 1572.103(b) of the CFR – Title 49.
  • Not have been released from incarceration within the 5 years preceding the date of application for any Interim disqualifying criminal offense listed in section 1572.103(b) of the CFR – Title 49.
  • Not be under want or warrant for a felony listed in section 1572.103(a) or section 1572.103(b) of the CFR – Title 49.
  • Possess a valid motor vehicle operator’s license or be able to obtain one prior to appointment.

This position requires a criminal background check. For the past five years, the candidate’s driver record must not include: driving under the influence (DUI), reckless driving, license suspension for moving violations, or more than 4 moving violations.

About the role

An employee in this class performs driver’s license examination work of average difficulty, including determining applicant eligibility for services such as license renewal, replacement, testing, and handgun permits. Responsibilities include administering vision, written, and road skills tests, collecting and processing application data and fees, and ensuring compliance with state laws and department regulations.

Responsibilities

  • Explains state laws, licensing requirements, and Department of Safety and Homeland Security rules and regulations to the public.
  • Answers questions regarding office hours, location, fees, and the application process.
  • Collects fees and verifies identifying documents (e.g., social security card, proof of residence, current driver’s license, USDOT medical card).
  • Accesses applicant test files and approves applicants for appropriate testing procedures.
  • Counts and records cash-on-hand at the beginning and end of shifts; reconciles daily receipt reports with cash on hand.
  • Calculates and reconciles daily office revenue by comparing daily reports to INFOPAC reports.
  • Prepares and delivers bank deposits.
  • Instructs applicants on form completion and test-taking procedures; administers vision screenings, written tests, and road skills tests according to state guidelines.
  • Photographs applicants using a digitized camera and records results in the computer database.
  • Advises applicants of test results and explains retesting procedures if needed.
  • Inspects motor vehicles for safety (e.g., lights, brakes, turn signals) to ensure roadworthiness.
  • Observes applicants’ driving abilities to determine adherence to road safety rules and regulations.
  • Updates operational records and enters biographical data into the License Information System for Tennessee (LIST).
  • Reviews applicant information for accuracy and completeness.
  • May handle complex projects, customer inquiries, immigration cases, and accommodations for applicants needing special assistance.
  • May assist with audits, reports, and ordering equipment or supplies.
