Downtown Neighborhood Investment Manager

Description

Reviews incentive applications and prepares presentations for loan and grant review committees.

Serves as single point of contact within assigned neighborhood district for CDCs and other neighborhood stakeholders related to Economic Development issues.

Provides site-related acquisition, development and rehabilitation technical assistance for property owners, developers, and small businesses.

Engages with small businesses looking to locate and expand on targeted commercial corridors.

Serves as the point of contact for City Council inquiries within the assigned neighborhood districts.

Works department manager(s) and/or leadership to facilitate site visits for high growth potential businesses within the assigned neighborhood district.

Assists with special projects including those associated with the Cleveland Citywide Development Corporations.

Represents the Department of Economic Development in public meetings and presentations.

Aids small and neighborhood businesses in accessing department resources and assists in resolving business-related issues.

Performs other job-related duties as required.

Minimum Qualifications

• Bachelor’s Degree in Urban Studies, Economic Development, Business Administration, Public Administration, Marketing, Communications, Political Science or closely related field required.
• Master’s Degree preferred.
• Understanding of contemporary social justice, diversity, equity, and inclusion challenges.
• Strong analytical, organizational, customer service, oral and written communication skills required.
• Demonstrated effectiveness at building and maintaining interpersonal relationships.
• Commitment to public and customer service.
• Commitment to innovation and possesses an entrepreneurial spirit dedicated to maintaining high ethical standards.
• Must understand climate change and integrate environmental and climate justice into strategic planning, approach, and implementation.

Supplemental Information

• High School Diploma or G.E.D. required.
• Bachelor’s Degree in Urban Studies, Economic Development, Business Administration, Public Administration, Marketing, Communications, Political Science or closely related field preferred.
• Experience in a public-facing, stakeholder management, client relations, or business development role interacting with corporate executives, real estate brokers, or public officials.
• Experience in commercial leasing, business retention, urban planning, or economic development specifically within a Central Business District, preferably Cleveland.

Typical Tasks

• Reviews incentive applications and prepares presentations for loan and grant review committees.
• Provides site-related acquisition, development and rehabilitation technical assistance for property owners, developers, and small businesses.
• Builds and maintains trusted relationships with downtown corporate leaders, small businesses, brokers, and developers.
• Engages with small businesses looking to locate and expand on targeted commercial corridors.
• Delivers a prioritized, quarterly outreach list to the Deputy Director of Business Growth.
• Facilitates warm connections through downtown partner networks and conducts outreach visits.
• Determines and executes the City’s connection and engagement with ground-floor retail tenants.
• Marketing the City’s Economic Development programs to downtown stakeholders.
• Serves as the point of contact for City Council inquiries and community development partners regarding economic development issues within the downtown district.
• Aids small and neighborhood businesses in accessing department resources and assists in resolving business-related issues.
• Assists with the development of strategies intended to create a unified and competitive leasing marketplace in the downtown core, working to recruit and secure new and expanding businesses.
• Assists with special projects, including those associated with the Cleveland Citywide Development Corporations.
• Represents the Department of Economic Development in public meetings and presentations.
• Performs other job-related duties as required.
