About the Role

Summit Line Construction, a subsidiary of Quanta Services, Inc., is one of North America's premier utility construction companies, offering powerline and substation construction and maintenance services. The DOT Specialist administers and maintains the DOT-regulated and non-DOT testing programs, including random, post-accident, reasonable suspicion, and return-to-duty testing. This role manages SAP coordination and RTD schedules, oversees DISA enrollment and compliance, completes DOT-compliant employment and testing verifications, and maintains accurate, confidential testing records and logs. The position collaborates closely with the People Team, Safety, DOT, and field/office management to ensure timely testing, proper documentation, and adherence to all regulatory and company requirements.

Responsibilities

  • Administer and maintain all DOT and regulated testing program compliance requirements.
  • Administer DOT and non-DOT drug/alcohol testing programs including random, post-accident, and reasonable suspicion.
  • Review and document quarterly random selections and ensure timely test completion.
  • Review and resolve NECS/DOT missing items and ensure completion of requirements.
  • Manage SAP coordination and Return-to-Duty (RTD) documentation and testing schedules.
  • Maintain accurate and confidential testing records.
  • Complete DOT-compliant employment verifications and maintain detailed logs.
  • Monitor results, follow up on outstanding tests, and coordinate disciplinary actions with the People Team.
  • Manage DISA enrollment, compliance, background checks, and test verifications.
  • Collaborate with People Team, DOT, Safety, and Office Managers to ensure compliance and effective communication.

Requirements

  • High school degree.
  • Experience with DOT compliance and FMCSA regulations (drug/alcohol testing programs preferred).
