About the role

The DOT Procurement Officer III is an integral part of MTA's business goals and initiatives, serving as the lead or advanced level of professional procurement and contract management. This position procures transportation-related equipment, services, construction materials/services, supplies, and information technology equipment/services for MTA.

At the lead level, this employee will review and approve the work of lower-level procurement officers. At the advanced level, this employee will manage the full range of duties for highly complex procurements, including Invitation for Bid (IFB), Request for Proposal (RFP), sole source, intergovernmental cooperative purchasing agreements, and emergency procurements.

Work involves preparation of complex procurement materials, conducting high-level cost/price analysis, leading contract negotiations, performing expert reviews of procurement issues, and preparing award recommendations. Additional duties include enforcing compliance and implementing corrective actions to ensure adherence to local, State, and federal procurement and contract laws, regulations, policies, and procedures.

Employees in this classification receive general supervision from a Procurement Manager I or other designated administrator. The current vacancy is located in Baltimore City, Maryland.

Responsibilities

  • Procure transportation-related equipment, services, construction materials/services, supplies, and IT equipment/services
  • Review and approve work of lower-level procurement officers (lead level)
  • Manage highly complex procurements (IFB, RFP, sole source, intergovernmental agreements, emergency procurements)
  • Prepare complex procurement materials and conduct cost/price analysis
  • Lead contract negotiations and perform expert reviews of procurement issues
  • Prepare award recommendations
  • Enforce compliance with local, State, and federal procurement laws, regulations, policies, and procedures
  • Implement corrective actions to ensure compliance

Qualifications

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of professional public sector procurement or private sector contracting experience, including activities such as:

  • Soliciting, evaluating, negotiating, and awarding contracts
  • Advertising procurement opportunities
  • Distributing specifications to vendors
  • Coordinating bidder evaluation committees
  • Conducting vendor debriefings
  • Monitoring contract performance
  • eProcurement management
  • Professional certification or procurement business operations

Substitution Notes

  • One year of experience ensuring enterprise-wide interpretation of and compliance with procurement laws, regulations, policies, and procedures may substitute for the required education.
  • Certification as a Certified Purchasing Manager (Institute for Supply Management), Certified Professional Contracts Manager (National Contract Management Association), Certified Public Procurement Officer, or Certified Professional Public Buyer (Universal Public Purchasing Certification Council) may substitute for the required education.
  • Professional contract management or procurement experience may substitute for the required education on a year-for-year basis.
  • A Doctor of Jurisprudence (JD) or Master's degree in Business Administration may substitute for two years of the required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, logistics specialist classifications, or administrative support in procurement/financial management may substitute for the required experience and education on a year-for-year basis.

Safety Requirements

  • Adhere to all safety rules, policies, regulations, and personal protective equipment requirements
  • Attend and participate in safety meetings
  • Report hazards, unsafe acts, near misses, injuries, and accidents immediately to the Office of Safety and supervision
  • Refrain from willful violations of safety rules, reckless behavior, negligence, criminal activities, and misuse of drugs or alcohol
  • Perform only work for which appropriate safety training has been completed

Failure to adhere to safety requirements may result in disciplinary action up to and including termination.
