About the Call

Seed Money projects under the INTERREG Baltic Sea Region programme support the preparation of proposals for initiatives that significantly contribute to one of the thematic areas or horizontal actions outlined in the EU Strategy for the Baltic Sea Region Action Plan. The application process is two-stage.

Process and Timeline

  • First stage: Applications must be submitted by 9 December 2019 to the relevant Policy Area Coordinators (PAC) or Horizontal Action Coordinators (HAC).
  • Coordinators forward endorsed project lists to the Managing Authority/Joint Secretariat (MA/JS) of Interreg Baltic Sea Region.
  • Leaders of selected projects will be invited to submit a full application.
  • Project ideas may be consulted prior to official submission.
  • Second stage: Full applications must be entered into BAMOSA by 23 March 2020.
  • Monitoring Committee decision expected in June 2020.
  • Project implementation period: October 2020 – September 2021.
  • Evaluation by PACs and HACs, including preselection of up to 4 projects per topic, will be completed by 20 January 2020. Basic criteria are available in the Beneficiary Manual; additional criteria will be published on the programme website.

Funding and Budget

  • Total call budget: 1 million EUR (ERDF).
  • Maximum project budget: 50,000 EUR.
  • Co-financing rate: 85% of eligible costs, with a 15% own contribution.
  • Funding is disbursed as a lump sum for delivered outputs:
    • 18,000 EUR for Output 1: Report on the current situation in the thematic area.
    • 28,000 EUR for Output 2: Action plan for the future main project.
    • 4,000 EUR for Output 3: Report on available funding sources for the future project.

Eligibility and Partnership Requirements

  • Each project must involve at least three partners from three different countries within the programme area, including a lead partner and at least two project partners.
  • All programme countries are eligible for the 85% co-financing rate.
  • Projects must align with the current EU Strategy for the Baltic Sea Region. For Russian partners, the relevant strategic document in force in Russia must be referenced.
